I found this article that explains it, so I added a sub-section here to explain. You will find this (now 4-ship) Class mentioned in the second paragraph of this article, just underneath the second picture which is captioned: "A massive fleet of Japanese destroyers in formation". By the bye, this is an excellent article which gives a sweeping overview of the history of the modern Japanese Navy! undo
