>> sources tell me the mass shooting may be the result of an ongoing feud between rival groups. one from san francisco and one from marin city. the same groups showed up at the same party and that is when the guns >> everybody fooled everybody and then all broke loose. >> reporter: ktvu has learned of a possible motive in the massacre. there was a fight between two groups, one from san francisco and the other from marin city. on halloween night people from both groups were at the party. that is when the dispute reignited. many people in the crowd pulled out the guns in the kitchen area and opened fire. >> there is music playing and all you hear is gunshots going on. one man escaped after hearing 20 gunshots.

>> i was talking to a girl and then surviving. you have to watch your surroundings and run away from what you are hearing. >> reporter: sources say one of the victims was caught in the crossfire shot when two shooters were aiming for each other. rape -- mancini's sleepworld -- this just happened last thursday. i believe they are making progress. >> reporter: police are looking into the backgrounds of partygoers and the dead. one of the five people killed is the brother of lee farley who has been charged in a quadruple homicide in san francisco. another victim of the shooting, ramon hill junior was a known gang member. he had an assault conviction and has been facing weapons charges after being excused in a 2016 drive-by shooting in san francisco. the das office and the fbi are

among the many agencies working with orinda police. none of those agencies officially talking about the investigation. speaking of the fbi i learned that the drive-by shooting case and the cops used surveillance photos of mr. hill taken from an fbi camera. this case is extensive and involves many agencies. >> a very complex investigation. thank you. in the wake of that shooting on halloween, city leaders in or in the will can consider changing the rental ordinance. they may consider restrictions or an outright ban. the city manager is expecting a large turnout. that meeting starts at 7 pm at the orinda library. today is election day in the bay area and there are a number of how high profile

races. four candidates are in the running for district attorney. include city public defender chase putin, former san francisco police commissioner, suzy loftus. she was chosen by mayor breed to serve as interim da and nancy chung. there are six candidates on the ballot for san francisco mayor. the incumbent is hoping to win her first full term since being elected to fill the rest of the term of late mayor ed lee. also on the ballot are william peng and robert jordan. voters will also be deciding on proposition c. it seeks to overturn the citywide ban on the sale of vaping products. early in october e-cigarette maker juul dropped its support for this measure. a no vote would allow the ban to go into effect on january 1.

voters in san francisco have been heading to the polls all day. it is an off year elected so turnout is expected to be low. christian captain is live with a look at how the voting is going so far. >> reporter: your timing couldn't have been better. i spoke with the director of elections and they said they received additional ballot this morning by mail. at this point they are estimating that voter turnout so far, the votes that were delivered is about 16% and they are projecting 65% or a mayoral election. they are in the process of processing those ballots right now using optical scanners. the new system is more accurate and has the added bonus of being more transparent. it will wipe any personal data off the photos and then post them online everyone can see

results. as for the races, mayor breed is favored to win. they are estimating that voter turnout could be as high as 50- 55%. the other big race, district attorney suzy loftus is the interim da. a move that has been somewhat controversial. there are three other challengers. boudin, lee, and nancy chung. the last poll had as many as 40% undecided in that race. we will watch that race very closely. voters also deciding on affordable housing bonds as well as proposition c mac. and the fda. these are some of the issues and races that we will be keeping our eye on here in san francisco. they are saying it will be a while before they can count all those votes and certify the election in san francisco. i spoke with the director of

elections and he is expecting the election in san francisco must be certified before december 5 so we will have a final answer on all of these races well before then. we will continue to monitor developments here at city hall. >> the das race is certainly driving a lot of people to the polls. thank you. later tonight we will get early results and have those in our later newscast. you can also get the latest on all of the top races in the bay area on our homepage at www.ktvu.com. san jose mirror is leading the charge to have pg&e restructured into a customer owned utility. >> by creating a customer owned utility you will be able to align financial interest of the country with republic interest. and secondly we would be able to create a company that has access to capital markets that would be critically needed for this utility to get on its feet. >> a letter was sent out today

from leaders representing over 5 million californians calling on them to put customers before investors. a letter comes just after a review of proposed ideas for p danny's reorganization as the heads to bankruptcy court. federal bankruptcy code and state law requires them to approve any such plan for the utility. oakland mayor libby shaft is another leader who supports janney restructuring. >> let's take the profit automation out of it. power is too valuable and critical resource for people to have it be influenced by investor decisions. we need to take control of this valuable resource. >> p janney estimates it needs to invest tens of billions of dollars over the next decade into creating a utility that better protects the public

against wildfires among other threats. that is money the utility simply doesn't have. that is one of the reasons why leaders from some of the largest cities say restructuring the utility is needed. one of the inmates who escaped from the monterey county jail has been located at a motel on the central coast. the sheriff's office had evacuated the motel 6 as they surrounded the area. 21-year-old santos samuel and 20-year-old jonathan salazar were waiting for their trial on murder charges in separate cases when they escaped over the weekend. authorities say the man got out three plumbing shaft in a jail bathroom. at this time it is unknown which inmate is believed to be inside the motel. i think i was shocked. >> another stunning setback for a family who lost most everything in the camp fire.

at ways to help homeless people who are mentally ill. as jesse gary reports the move comes hours after two south bay council members urged the supervisors to take action. >> reporter: santa clara county officials 11,000 residents are classified as homeless and a less certain number are in need of help i can only come from conservatorship. >> our mentally ill homeless need intensive services. services the city cannot provide. >> reporter: at city hall on tuesday district councilman and rubble from district 3 urged the county board of supervisors to act each arguing mental health issues have reached crisis proportions. matt my hand knows the problem personally while helping a friend suffering with bipolar disorder. >> his family and i had not intervened and gotten him into a long-term mental health facility, he would quite possibly be one of the streets

we saw on the street today. >> reporter: the councilman are some leaders who penned a letter to the board of supervisors asking members of that body to enact a law that allows for conservative ship of the mentally challenged who would benefit. five bay area counties have already done so with a high degree of success. >> it is an affirmation. >> reporter: cindy travis is sympathetic to the request but said that laura's law may not be the right vehicle. >> for many people they will need permanent placement. what laura's law is is a temporary and it is for assertive outpatient treatment. >> reporter: they passed a measure asking for staffers to study the issue on how effective laura's law might be for homeless that are mentally challenged. >> supervisors will wait for staffers to get back to them on

suggestions and solutions. they agreed they need to get a handle on how many people are in need of this kind of help. outside the board of supervisors, jesse gary ktvu fox 2 news. another full afternoon. it's bring in mark tamayo. those nights are certainly chilly. >> you feel like you are saying the same thing every day, don't you? that is how i feel as a forecaster of the weather. things are not changing too much. we have hazy sunshine. some is coming in from the snow of the north. a few open northern california, a thin layer drifting in. right now we have what would be a typical summertime weather pattern with low clouds and fog near the coast. here is a look at satellite. if you were to guess what month this is i would say june or july. the fog is making a comeback near portions of the coastline. for instance half moon bay only

52 degrees. san francisco 64. santa rosa mid-seventies and concord in the upper 70s. a live camera looking out to sfo this afternoon where we do have mostly clear skies. some hazy sunshine. this is the graphic wheels in the summertime lot, we have a layer of warm air compressing the marine layer. if you have seen the golden gate bridge the fog is right at the span. overnight lows with 40s and 50s with fog outward pacifica and possibly san francisco. a few patches right around oakland and clear skies for the rest of the bay area. in terms of air quality you can smoke plumes shifting in. looks like a bit of haze moving overhead. we still have this air-quality alert for today and tomorrow. air-quality advisor.

we are not expecting extreme levels here. right now we have greened and y good air-quality and we are expecting the same for tomorrow. we have moderate air-quality in the south bay in the santa clara valley. tomorrow morning we are expecting fog in the coast around the bay. 40s 250 degrees. in the afternoon hours the clouds are near the shoreline from the low 60s to mid to upper 70s and a few spots inland approaching 80 degrees. november has been a dry start. the dry weather pattern coming up. we will let you know if we have any rain chances coming up with your full forecast. after losing their home in paradise during the camp fire last year, tragedy struck again for one family. >> the family's new house burned dealing them a major setback but they are taking steps to get through it.

>> reporter: again, it happened to pamela howell and her family >> i was just shocked and i'm still in shock. >> i sent my mom a text saying it was an emergency. there's a fire. i called it. and they told me and i can think. >> reporter: too much to wrap his mind around. one year since his family suffered what they thought would be the biggest loss. fire consuming their two-story house that used to stand here in paradise. >> fires all the time and we will not evacuate, we will ride it out. we walked outside and it went from daylight to nighttime. i figured we would be back so i left a box of paperwork. all of the souvenirs from vacation and walked out. >> they regained a small

measure of their sense of security and the home has been made uninhabitable by an attic fire on friday. two fires into movember's would be -- novembers would more than they could deal with. the family couldn't pull together braxton's yearly birthday dinner celebration as he became a teenager. with 28 days to go until he turned 14 fire snatched away the hope of the family tradition resuming along with the sleepover party for friends at home. they are sad and unsettled and in search of home again. but mom has an idea to make this birthday not just salvageable but special. she is asking the world to send braxton a birthday card. >> it would be good to know that people are rallying behind us still. and give him words of encouragement. >> reporter: what are your hopes for 14? >> a permanent house.

nine americans are dead including six children all killed at the hands of mexican cartels. the victims are reportedly from the same family and lived in a mormon community in northern mexico. it is believed the attackers may have mistaken the families large suv for rival gang. >> reporter: three women and six children and down in a drug cartel ambushed in mexico.

all american citizens and member of an extended family living in a mormon community 70 miles south of the arizona border. the moms were traveling in three separate vehicles miles apart when the assault took place. a heartbroken relative sharing video of a burned out and bullet riddled suv containing the remains of romito miller and four of her children. >> anita and for my grandchildren are burned and shot up. >> reporter: the bodies of donna langford and her son were found in her car. christina langford johnson was killed after she jumped out of her van and waved her hands to show she wasn't a threat. her infant daughter's was found in her car seat unharmed. a family member who lives in utah and did not want to be identified believes the women and children were caught in the crossfire of a turf war between rival drug cartels. >> it was a war between two

cartels and these women happen to be caught in the middle. >> reporter: president trump pleading and offer to wage war against the drug cartels and wipe them off the face of the earth. >> mexico has to knuckle down and go after some of these cartels and stop this escalating level of violence. >> eight children escaped and were found a live hiding in the brush. five were injured and taken to the u.s. for treatment. in los angeles, fox news. >> a memorial service was held today for an el dorado county sheriff's deputy who was killed in the line of duty. law enforcement officers from across the state gathered in roseville to honor deputy brian ishmael. he was shot and killed in an ambush on october 23 while responding to a call about stolen marijuana. four people are under arrest in connection with his killing. friends and colleagues at the memorial described him as a hard worker and positive person. his father also spoke during

as we get closer to the 2020 elections there is a major new effort underway to combat so-called deep fakes. these are the heavily edited and manipulated online videos reduced using artificial intelligence. the eye foundation has teamed up with researchers, social

media platforms and deep fake detection experts to launch an initiative called reality defender 2020. we are joined now by rob mr. meadows who is the president and cofounder of the ai foundation. we really appreciate your time here. help everyone understand what is reality defender. >> thanks for having me. we teamed up with some of the best researchers in the world that are focused on this exact problem. how do we protect the validity of media that is shown in upcoming elections and beyond that as well. this is a platform for journalists and campaigns themselves to test media they are looking to put out for alterations, or any types of forgery that might have happened. >> are you testing only videos that have been flagged by users on the internet or are you

going through videos and looking to see what looks like it might have been manipulated in some way? >> it is a combina we look at sources of videos that might be posted to large social media platforms as well as any journalist or any campaign can upload or post a video that they feel is suspicious and we have automated ai algorithms that go through and scan the video looking for signs of manipulation. we also have a team of experts that can further analyze it. >> and then some sort of report is created? and who gets that report? >> we share the report with everyone involved in the initiative. all of the campaigns and journalists will receive a report whether they recorded the suspicious media or not, we share that with everybody. we are a nonpartisan effort and we want to make sure that

everybody has all of the information available to them to make sure we can create a truthful and fare campaign. >> will this initiative be determining what the motive was for manipulating a particular piece of video? >> not at all. but is a hard problem that ai will probably never sells. all we can say is were there potential manipulations to a video and if so what methodologies might have been used and beyond that it takes people looking at it to understand what might have been the intent, was it for entertainment purposes or malicious purposes to persuade people in the election. >> how widespread is the issue of deep fakes on the internet? how likely is it that i have

watched a video or someone was watching this has come across a video online and watched something and didn't even realize that it had been manipulated? >> it is pretty much guaranteed that has happened given that there are a lot of ways to manipulate videos. most videos have been manipulated in some way and that they have been cropped or resized or re-encoded. it is really the advancements in the last few years where ai can create manipulations that alter the context of the video and make people say things they never said. this used to take big teams of artists and the movie industry to do that. now anyone can download some of these programs and create that. it is pretty widespread already and it is only going to get better and better. >> certainly as we head to the 2020 elections. talk about who is involved in this effort? you have a lot of experts obviously in the field of ai. you have social media platforms

involved and you have the military involved. that because we are talking about national security implications? >> we think that this is a joint global effort that will take everybody contributing to this. we alone cannot do alone. we are looking for a mutual platform to bring together the best research from academia and the best research from industry . we are partnered very closely with researchers and the technical university of munich in germany. and google has donated a good amount of data to the effort. we are trying to pull together a lot of different efforts and make it possible for people to easily consume this research. it is not just theological publications. -- theoretical publications.

a breakthrough drug may change the lives of patients with cystic fibrosis. they proved a three drug combination therapy that could help 90% of patients. the new drug has led to improvements including a decrease in respiratory symptoms. joining me now to talk about this life-changing is is a pulmonologist at you cfs children's hospital in san francisco. thank you for being here. we were talking about this drug and you are very encouraged by what you are seeing. >> this drug is a complete game

changer for cystic fibrosis. it is completely life-changing for patients that qualify. >> this is the first three drug domination, is that the key? >> there have been previous drugs that seem to analyze the severity but with this one patients within the same day notice improvement in their symptoms and in the same week they are noticing huge improvements in their lung severity. >> that is an immediate benefit. >> it restores the main channel that is defective in cystic fibrosis and it almost clears out all the mucus in their body. >> is it difficult to take or time-consuming? >> it is to pose in the morning and one at night which is a great difference compared to most medications which can take hours and are very intensive. >> for people at home that are familiar with cystic fibrosis explain the symptoms? >> this is a disease that children are born with. you have mucus that impacts the

long and they get infections and their lungs scar and then they can't absorb any fat so they have a difficult time gaining weight. they require treatment that take hours every day and they frequently have to be hospitalized for weeks or months at a time. >> you are saying once they take this drug, sometimes they are getting immediate relief. you also said it is pretty effective on a large spectrum of people? >> over 90% of patients it is approved for. it is approved for a specific mutation. 90% of people have that and it seems to work really well. our main concern is for the 10% that don't qualify. >> you are saying that right now this is for ages 12 and above. >> right now they are doing children and baby studies. we expect it will be approved for them as well. >> you are saying that people now can sleep through the night and get through the day. talk about what life is like for them when they are not taking this drug?

>> the best way to think about it is children and teenagers before the drug were told you don't need to save for college and now they are being told you need to save for retirement because you have a normal life expectancy. >> how long has this been in the works? and is it being tested now or is it available for anyone? >> they have been working on this drug since 2000. but really for the past 30 years since the gene was discovered. patients already have it in hand and are taking it. it is available right away. >> you are prescribing it to your patients? >> pretty much within five minutes we had emails and phone calls saying can you put my prescription in now? >> it is exciting news. thank you for being here. we appreciate it. >> thank you. we are following breaking news having to do with evening commute. bart said a train is talk and it will need to be towed back

to san francisco. this is causing major delays in the east bay. if you are headed to san francisco to the east bay, try to avoid part for the time being. we will keep an eye on the situation and bring you updates. we will talk about the weather now. hazy skies but comfortable conditions. >> it feels really nice out there. some fog in the morning. in the afternoon hours hazy sunshine. it has been a dry start to the month. taking a look here. maybe expect a dry start the first week or so. we typically expect some rain to set up and look what happens. this looks like it will be a long rage rain free forecast. some forecast models hinting we could have rainfall by the 20th. there's a lot of time between now and then. we will keep you posted if that develops. we can say this week and into next week it should be dry across the bay area.

here is satellite showing you this for you can see high clouds and high showers moving into the pacific northwest. for us we have what looks like a june or july pattern of fog cleaning to the coastline. current numbers, fog having a huge impact on temperatures. half moon bay 50 degrees. compare that to 70s and lower 80s out toward fairfield. 82 at last check and san jose reporting 72 degrees. here is our live camera looking out to the golden gate bridge. look at what is developing on the southern end of this span and that is some fog. shallow marine leo layer will push back in to the bay. tomorrow morning your portions of the bay into the afternoon hours clouds will clear back to the shoreline like a typical summertime forecast. temperatures in the 60s and 70s

and a few spots around 80 degrees. what is interesting is the set off up off shore. there is very little movement from the west to the east and this has been a stalled out pattern over the past few days. this low will eventually kick in to southern california but the high will stick around. the storm track is pushed up way to our north and we have no rain in sight. hazy sunshine and 60s and 70s. we could be talking about 80s in the bay area forecast. we are looking at rainfall on friday, november 8. and on the 10th it is still dry. beyond that time frame here is november 12, still a bunch of zeros. november 14 maybe .01 toward the north coast. we will see if things change between now and then. anything beyond 5-7 days. for right now we can pinpoint

it just yet. we are kind of hinting at the 20th but we will see if that verifies. forecast highs tomorrow lower 60s for the coast. 80 degrees inland. livermore 78 oakland 70 degrees. in the south bay san jose 73 in the santa clara valley upper 70s. san francisco 65. low 60s for the coastline and here's a look ahead with temperatures warming up a little bit thursday and friday. i cannot remember a november like this where it is just the same thing every day. looks like the first half of november will be completely dry. >> that is what we need to change. >> hopefully that will change with the fire danger out there. a new report says bay area roads are getting better. in the first full year of extra funding from the gas tax increase approved by voters. christina ran down reports from larkspur, one of the areas seeming improved roads. >> reporter: they made a list

of having poor roads and things are improving. you can see the road behind us is under construction. there is fresh paving on the road as we speak. overall the report said the quality of bay area roads held steady with a minor improvement funded by the recent hike in the state gas tax. dark green and green indicates anything from good to very good. the average rolled score across the bay area was 68 out of 100. that is up from 2017 and 2016. san francisco climbed into the good category. san jose roads remain in fare and oakland and berkeley roads are considered at risk. they saw improvements and the streets are slowly getting better. >> we will not be baby smooth overnight. the process of restoring streets and roads to a good level will take several years.

the latest. >> reporter: on monday the attorney for the eu ambassador sent impeachment investigators revisions to his testimony. today we learned what he had to say. the transcript suggests a link between military aid and ukraine's cooperation into a corruption investigation. gordon said i said that resumption of the usaid would not occur until ukraine provided the public anticorruption statement that someone also testified he called president trump and asked him what you want from ukraine? the president responded i want nothing, i want no quid pro quo. >> anytime there was direct conversations with the president there was no linkage. any that has been alleged obviously is based on second or third hand information. the chairs of three committees conducting the inquiry said in a joint statement the testimony shows the progression of

a man is dead after a fight broke out at a popeyes restaurant and the altercation started over the change popular chicken sandwich. we have more now on the attack in the investigation. >> reporter: a fight over the re-released chicken sandwich of popeyes turns deadly for one customer in maryland. >> there was an argument that began inside at the restaurant behind me. it was between two adult males. >> reporter: police were called to the popeyes when the fight started around 7 pm monday night. the argument reportedly began after someone cut the special line for the popular sandwich. >> this is related to the release of the sandwich here at this restaurant.line, a line specifically for the sale of the sandwich when another customer and he got into an

altercation. you'll see the fight as collated spilling out into the street where the suspect dabbed the 28- year-old victim. as soon as police arrived they found the victim in the parking lot suffering from stab winds. he was rushed to a hospital where he died from his injuries 51 minutes later. >> for that type of anger to develop into this type of violence is a very sad and tragic day. >> reporter: the in demand sandwich just returned to the menu on sunday. during its initial release over the summer the cajun creation became a social media sensation selling out across the country in two weeks and causing customers tempers to flare in pursuit of it. the suspect is still on the run marianne rafferty, fox news. ktvu news at 5 starts now.

alameda announces enough is enough after a number of students have been hit by cars while walking to and from school. tonight the immediate action being taken to crackdown on drivers. the school year just started about 2 1/2 months ago but already at least six students in alameda have been hit by cars. par chambers is in alameda and we talk to parents about their concerns and what the city is planning to do. >> reporter: one of the items on tonight's agenda is how the city plans to address the unusual amount of accidents involving students. >> it is a concern for any parent making sure their child gets to school safely. >> i worry for parents if they are walking to school. >> reporter: since school started in august i have a dozen students from three different schools have been struck by cars. >> there have been six kids who were not as lucky and that is

so scary to me and i feel horrible for those parents. >> reporter: one of those incidences happened on lincoln avenue outside love elementary. >> it was early enough where everyone saw the ambulance and people were walking their kids to school. >> my son and i walking home several months ago had a close call where a car was about an inch from hitting him. >> reporter: no one has been seriously injured. the district is working with the city to address these incidents. there are two school crossing signs but more is needed. >> we have four major corners that are crossed every day in only one corner has a crossing guard. >> reporter: the immediate plan is to have a team of experts that the intersections to see if there are traffic or engineering issues. a higher police presence in those areas. >> they are going to be looking at crosswalks and speed and they will be ticketing
