americans and the financial help on the way. >> also, 6 million california students out of school right now and while many parents were only preparing for a few weeks governor newsom said it could be even longer if students return at all. >> also, we're getting new numbers on the coronaviruses here in the bay area. what we've learned from health officials just a short time ago. the news at noon starts now. this is ktvu fox 2 news at noon. >> good afternoon. i'm gasia mikaelian. >> and i'm mike mibach. the number of coronavirus infections around the world has now crossed the 200,000 mark. in the bay area, the number of cases continues to grow. health officials in san mateo county announced they have 16 new cases. that brings the total number of cases there to 80 with one reported death. we've also just learned that a sixth person has died in santa clara county. santa clara county has the highest number of cases at 155. as of last night, according to the california department of

public health, the total number of confirmed cases in the state, 598. 13 people have died. but today's santa clara county did announce another death bringing the death toll to at least 14. >> state officials are warning the coronavirus here in california could get better before it gets worse. the governor signed a bill to spend as much as a billion dollars to help hospitals handle an expected rush of patients. he says california could need as many as 20,000 hospital beds. the governor would not comment on the shortage of supplies saying he didn't want to cause further concern. national guard troops across the country are now on notice in case they're needed during r governor newsom said he guard on alert. the troops should be prepared to perform humanitarian missions. troops will also support public safety when required. >> today is day two of a shelter-in-place order. people are being told to stay

at home unless they are going out for a walk, buying groceries or picking up medication. sky fox flew over several popular destinations and landmarks yesterday, and things were very quiet. some people out, but, again, very quiet. president trump moved to invoke a federal law that allows the government to marshal the private sector to deal with the coronavirus pandemic. president trump said the government is also providing immediate relief to renters and homeowners by suspending all foreclosures and evictions until the end of april. the administration is also working to increase production of mass ventilators and res pir ratetors. >> we have targets for certain pieces of equipment. targets for masks, you know, the masks. the numbers of masks are incredible. we've ordered millions of them. a thing like this has never been requested and we've never had to think in term officer these numbers. >> the trump administration is

also stressing congress to swiftly pass a potentially $1 trillion stimulus package to prop up the economy and get checks to americans in a matter of weeks. the u.s. has had 116 virus- related deaths and more than 7,300 cases. stocks dropped more than 7% triggering another temporary halt to trading for the fourth time this month. this was soon after the president and the coronavirus task force wrapped up their news conference. the dow jones is close down to 9%. another rough day for the s&p 500. down about 8% and the nasdaq is currently down just under 7%. preparing for a worst case scenario. governor gavin newsom says it's likely few if any california schools will re-open before the summer break. now one bay area school district is responding to the ponlt of an even longer closure. ktvu's sara zendehnam is live in san francisco to bring us more. sara. >> reporter: well, there are

six million students outside of school right now across california. this is really an uncertain time after governor gavin newsom announced at a press conference yesterday. parents don't know how long they'll have to home school their kids and school districts don't know what to prepare for. governor newsom says it's unlikely many of the schools closed right now will re-open before summer break. but nothing has been officially announced yet. schools cloeszed in an effort to slow the spread of the coronavirus. we talked to a spokes person with the san francisco unified school district. she says they're monitoring the new information but it's too soon to say if or when they'll re-open schools. but they're preparing for different scenarios and offering online learning options. currently, 99% of california's k-12 schools are closed for two to five weeks. sfusd schools were set to close for three weeks until april 3rd. parents understandably have a

place order for sonoma county went into effect midnight this morning. the latest bay area county to put an order like this into effect. it's expected to last for at least the next three weeks. behind us, one of the businesses allowed to stay open during this shelter-in-place order. there's a number of essential types of business that is can stay open including grocery stores, pharmacies, restaurants, although just for take out and delivery. hardware stores, gas stations and banks. now, there are a number of different essential professions where people are allowed to still leave their home to go to work. they include health care workers, police and firefighters, delivery drivers. journalists, taxi, uber and lyft drives and also people who work in public transit. the seventh bay area county to enact a stay at home order like this. health officials made the decision yesterday. the county revealed there are nouchlt six confirmed cases of people infected with covid-19 in sonoma county. with two new cases this weekend

we spoke to some santa rosa residents on their way to the grocery store this morning. many of them tell us they've already been practicing the stay-at-home order. >> i've already been sheltering in place for two weeks ago. we've been reading about it coming from china for months. >> i think it's a very good idea. i don't want to be out. i really want to get back home. but, like everyone else, i don't have any toilet paeper and i don't have any paper towels. >> reporter: when we were gathering these interviews this morning we maintained that six feet of social distancing. this is how we are gathering the news and interviews in this time of social distancing. right now napa and solano counties are the only bay area counties counties that have not put a shelter in place order into effect. outside of the bay area, monterey, san benito and santa

cruz kouchts also have similar also have similar orders in place. allie rasmus, ktvu fox 2 news. the empty streets are becoming a common site. this is downtown san jose along allen rock avenue. yesterday, all the businesses were shut down but a few are designated as essential and are able to stay open. there's a gray area as to what's essential. >> the question i get a lot is this marshal law and it is not. we're looking for voluntary compliance and really to contain the spread. >> the sheriff said the deputies are patrolling and they can write citations for violating the shelter in place order. but she says that's just a last resort and nearly all cases once deputies explain the reason for the order, people are willing to comply. . san francisco supervisor matt haney says two hotels are secured.

there are potentially a 1,000 more rooms from hotels are reaching out to the city. haney says shelters need to expand to allow for more beds. the santa clara county sheriff's department is making some changes meant to contain the spread of the coronavirus in county jails. this after two inmates were exposed to koefd covid-19 and had to be quarantined. some inmates have been released early. >> they didn't have assaults on police officers, they didn't have sex charges and they didn't have domestic violence charges. >> the sheriff says the six inmates are now on house arrest with an ankle monitor. the pandemic is changing the way many bay area police departments are doing business. crime reporter henry lee tells us the goal is to limit public contact while at the same time responding to serious crime. >> reporter: at the emeriville police department, the front doors are locked because it has

fox 2 news. marijuana dispensaries in some counties can stay open even with the shelter in place order. dispensaries were originally ordered closed yesterday in the city. sonoma county is also still selling marijuana. the number of dispensaries say they have been very busy with an influx of orders. >> i've had four back surgeries and i used to take opiates and i'm also i've been a nurse for 30 years and this is definitely my medication. >> you're locking yourself up in your house for two weeks. people are going to go a little bit crazy being in the same space. >> some dispensaries are filling orders only if they are placed online first. customers should contact their preferred dispensaries directly to see if they're open and what conditions they're operating. >> and with the shelter-in- place, traffic across the bay area has been very light. how much of a drop bart could lose in the amount of money

san jose state university is now reporting its first covid-19-case. it is a student who lives off campus and is now recovering at home. the university sent out a notice just last night. the university is not revealing the person's gender or how that student got the illness. administrators now determine whether anyone at the school who had kangt with the student needs to be advised directly. san jose state university has suspended all in-person classes last week. we're also learning a ucla student has tested positive for the virus. the news comes a day after the university announced that a staff member tested positive for covid-19. that staff member is now in self-isolation at home. uc.la like many other cools

possibly into early next week. >> thank you. bart continues to see a decline in ridership as the shelter in place continues across the bay area. ridership was down 77% monday and 85% just yesterday. bart says the decline will see about $70 billion per month in fare and parking revenue. bart is now requesting federal funds for help. san francisco lyft and uber drivers are asking the judge to pay them sick leave to protect customers and the general public from possible exposure to the virus. one lyft driver told the chronicle not working is not an option and i'm not stopping fever or no fever end quote. the drivers are asking the judge for a hearing tomorrow if the company should treat the drivers as employees as opposed to independent contractors. both san francisco companies say they are paying drivers who are under quarantine or diagnosed with the virus. lyft announced today it's instituting a hiring freeze for
