Regarding the matter of legalities and fines, a link to the FCC site where there is some documentation that "Stations are being fined, big-time, almost every day" would be appreciated.
Visits to the FCC web sites, including the Consumer & Governmental Affairs Bureau, the Media Bureau and the Enforcement Bureau failed to produce evidence of large numbers of citations, Notices of Apparent Liability (NAL) or forfeiture orders. There were a couple of “fines” issued in 2000 to Fisher and Telemundo for excessive advertising minutes, but not much else.

NO IT ISN'T! It is very ILLEGAL to broadcast a children's program ... where the host, or any character, also appears in any sort of commercial in the same program. (Reference: the Children's Television Act of 1990, and the FCC rules which implement the Act.)
If you don't believe me, go to the FCC web site. Stations are being fined, big-time, almost every day for violation of this very rule.
