2016

Barnard's campaign website highlighted the following issues:

  • Education: All children deserve a strong, high quality public education that meets their individual needs and allows them to develop their full potential. Currently Colorado’s education system is underfunded and inequitable. We must stop unfunded mandates from the federal, state and local levels and create a system where parents and professional educators work in partnership. Politicians and special interest groups must be removed from the equation. If we are to provide an equitable education system where all children can meet their potential, we as Coloradans must address the impact of poverty on performance in the classroom.
  • Economy: The free market system works. Over-regulation compromises the free market. We need the proper balance between economic opportunity and regulation. Policies should promote economic growth, which instills consumer confidence. Policy should encourage entrepreneurship and diversification. A diverse economy is essential.
  • Health care: Coloradans are among the healthiest people in our nation, yet many of our citizens struggle with basic healthcare. There is great disparity in health by education level within our great state. In the words of Senator Olympia Snowe (R-ME), “What we have to do is develop a plan that’s going to be available to people on an affordable basis, and, secondly, contain costs both for the American consumer and the American taxpayer.”
  • Taxes: Our taxes provide valuable services and infrastructure. However, we must keep our eye on the ball and make sure they are used appropriately. Colorado’s Tax code should be pro-growth and raise sufficient revenue to finance our budget. It should be simplified to reduce undue burdens on small business, the foundation of our economy.
  • Second Amendment: I believe in a constitutional right to bear arms.
