The Connecticut Comptroller is an elected statewide executive officer in the Connecticut state government. The comptroller manages the state's accounts payable, performs cost accounting and financial reporting of the state government's activities, and monitors the compliance of other state agencies with accounting procedures.[1]

There are no particular qualifications required of the comptroller.
Elections
Comptrollers are elected every four years in federal midterm election years (2018, 2022, 2026, etc.) and take office on the first Wednesday after the first Monday in the January following the election.[2]

Vacancies
If the office of comptroller becomes vacant, the legislature jointly appoints a replacement; if the legislature is out of session the governor fills the vacancy.[3]

Duties
The comptroller is charged by Article IV, Section 24 of the Connecticut Constitution with "adjust[ing] and settl[ing] all public accounts and demands, except grants and orders of the general assembly." Additionally, he is directed to "prescribe the mode of keeping and rendering all public accounts."
In practice, the comptroller manages the state's centralized accounts payable system, performs financial accounting for state agencies and major programs, and establishes accounting standards for state programs.
