David Norquist was the acting secretary of defense in the Biden administration. He assumed office on January 20, 2021. He left office two days later after Lloyd Austin was confirmed by the Senate as secretary of defense.[1]

As of 2021, Norquist was the deputy secretary of defense.[2]

Biography

Norquist graduated from the University of Michigan with a B.A. in political science and a master's degree in public policy. He began his government service as a presidential management fellow and program budget analysis for the Department of the Army. In 1997, he began working for the House Appropriations Subcommittee on Defense as a professional staff member.[2]

From 2002 to 2006, Norquist was the deputy under secretary of defense in the Office of the Comptroller. He became the chief financial officer of the Department of Homeland Security in 2006, appointed by President George W. Bush (R) and confirmed by the Senate.[2]

Norquist continued to work for the Department of Defense as a principal advisor to the secretary of defense. He became the deputy secretary of defense on July 31, 2019.[2]
