The magnitude of a change to the facility or its operation determines the level of safety review needed. A like for like replacement of pipe will typically not require a process hazard analysis. The location of where a review is held should be determined by where the most amount of information and personnel knowledgeable in the facility design and operation are located. Typically new designs will be have the data at the engineering contractor s offices and the reviews will be held there. For existing facilities, the review is usually held at the facility itself.
