Only OTRS volunteers should be adding the {{PermissionOTRS}} template. This template is used to identify the OTRS ticket associated with the permission of a particular file. See Commons:OTRS for more information.

The template automatically sets the following categories:

Use {{PermissionOTRS|id=################}} when you know the ticket ID number. This is the preferred way of specifying ticket number, which is a 16 digit number starting with 4 digit year. The template recognizes numbers between 1980 0000 0000 0000 and 3000 0000 0000 0000, and flags the id's outside that range as incorrect and places them in Category:Items with incorrect OTRS ticket ID. On very rare occasions there are OTRS records with valid ticket ID numbers outside that range (some of them have extra digit). Use verified_out_of_range_ID=1 parameter for such tickets to remove them from the categoryemptyrequired
2Same as id. This option is used by images moved from German (and possibly other) Wikipedias. The number has to be in 1980 0000 0000 0000 to 3000 0000 0000 0000 range. The files using this option will be added to Category:Items with OTRS permission in parameter 2, so they can be converted to use id parameter.emptydeprecated
