The YouTube channel is the official channel belonging to CBC, and it has the commons license. The owner released the content under the correct commons license. A commons license that exists in perpetuity, i.e. the content can be published elsewhere with a different license (although, still, you seem to just refer to the typical website C/RR line) but the commons status still stands. This is right in the "warning" when uploading your own files to Wikipedia commons, even: that releasing content under such a license means the release cannot be revoked.
