  •  Delete I would not merge the two discussions because this case is even more obvious than the other. This image, cropped a little, appears on http://setkab.go.id/galeri_cat/galeri-foto/ with the following at the bottom:
"Copyright (c) Sekretariat Kabinet RI. All Rights Reserved"
The fact that we have a template that says that certain works published by the Indonesian Government are PD does not override the fact that the source site for this image has an explicit copyright notice.   •  Delete for the reasons given by Jameslwoodward and HaEr48. Article 14(b) of the Indonesian copyright law states: "There shall be no infringement of Copyright for ... publication and/or reproduction of anything which is published by or on behalf of the Government, except if the Copyright is declared to be protected by law or regulation or by a statement on the work itself or at the time the work is published." I would think that a statement on the source website like "Copyright (c) Sekretariat Kabinet RI.
