Bogus OTRS permission: commercial use is forbidden, permission was given only to publish on Wikipedia. Files in the category have been checked to remove public domain pictures. It's not possible per Turkish law to get a permission including commercial use. See this OTRS notice board discussion.

 Keep For File:Seal of the Turkish Navy.svg, I believe COM:COA would apply in principle as this was an independent drawing. I would say keep for that, but for the photos they will have to go. Fry1989 eh? 02:44, 12 April 2016 (UTC)[reply]

And I still disagree 100%. The image was made independently, just like hundreds others on Commons. The argument is valid for them, it should be for this image as well. Takabeg was being overzealous because they don't understand COM:COA. Fry1989 eh? 20:40, 13 April 2016 (UTC)[reply]
Fry1989 Hi, this procedure does not concern the seal in particular, but the whole pictures, as contents owned by Turkish public institutions, and are under a non-commercial license. With or without the seal. Kumkum (talk) 21:16, 13 April 2016 (UTC)[reply]

So the last DR were closed in February 2012 by a delete result. The file has been undeleted in June 2012 per the OTRS ticket. No, the problem is that Takabeg is clueless about licensing and this proves it. They didn't understand COM:COA and went on a little war to get the seal deleted. They they started uploading a bunch of photos from the navy with this OTRS license with the seal watermarked. I pointed out they can not have it both ways which several other users agreed with even though Takabeg still argued against the seal being on Commons. Now this OTRS license turns out to be bogus. Everything Takabeg says is now suspect. The seal never should have been deleted. Fry1989 eh? 18:19, 14 April 2016 (UTC)[reply]
