For example, here in the UK there is no statutory minimum drinking age. It is effectively illegal to give alcohol to anyone under the age of 5, but I think that's based on rulings that it could constitute child abuse.
It's illegal to sell alcohol to anyone under 18 here in the UK. But they can legally drink alcohol, e.g. they can legally drink wine, beer or cider with a meal in a restaurant or pub, if accompanied by an adult who buys it. See the official guidance from the government -

Many countries have similar laws, with a distinction between the minimum age at which alcohol can be purchased, & the minimum at which it can be drunk.
