That rules apply to only Wikipedia articles, template, portals...etc, not User talk page. As a matter of fact, this incident has already been notified me before several times, when I was using my old account ramu50 and I have full rights to delete anything on this user talk page, since this isn't a share ip. I use this IP, because I have changed my ISP due to financial issue as a student, rather than 70.79.65.227 as stated [[Wikipedia:Requests for checkuser/Case/Ramu50]]. Please do not attempt to cruft and synthesize your own rules on Wikipedia. I probably will use this for 1 year+.
Also since you mention deletion of talk pages, you should also note that behaviors like [http://en.wikipedia.org/w/index.php?title=User_talk%3A75.154.186.241&diff=289724223&oldid=289723854 Neutralhomer vandalism] is unacceptable in Wikipedia. I have already stated part on [[Template talk:Computer Science]] that part of my edits were to resolve some crufting, since the templates were already very messy before my edits.
Also many of the contents are crufting and repeated too many contents from other computer related templates and I don't know why the users choose not to participate the talk page for such a long period of time.
