During his governorship, in order to encourage notables of the province, several letters of appreciations were issued to various politicians and land lords of the Sind on their remarkable services rendered to the betterment of their territories and country as a whole. One of his principal advisers was Sir [[Shah Nawaz Bhutto]] father of Pakistan's statesman [[Zulfikar Ali Bhutto]].[[Khan Sahib Shahal Khan Khoso]] also received various letters of appreciations from him as a commissioner and as a governor. Sir Graham appointed Khan Bahadur Ghulam Nabi Kazi as his first Director of Public Instructions to head the Education Sector in Sindh.
