One of his principal advisers was Sir [[Shah Nawaz Bhutto]] father of Pakistan's statesman [[Zulfikar Ali Bhutto]]. [[Khan Sahib Shahal Khan Khoso]] also received various letters of appreciations from him as a commissioner and as a governor. Sir Graham appointed [[Khan Bahadur Ghulam Nabi Kazi]] MBE as his first Director of Public Instructions to head the Education Sector in Sindh.
