Hanoi Police was the defending champions.[2]
This season was the first since the 2001–02 season to have an inter-year schedule (autumn-to-spring) instead of an intra-year schedule (spring-to-autumn) to follow the schedule changes in the AFC competitions. There was also a break from 25 December 2023 to 10 February 2024 for the 2023 AFC Asian Cup and from 7 April 2024 to 3 May 2024 for the 2024 AFC U-23 Asian Cup.[1]
This was the first season that the league officially applies video assistant referee (VAR) technology, but will only apply to matches taking place in the north of the country.[3] Like the previous season, teams was allotted a non-naturalized Vietnamese player slot that will not be counted towards their foreign player allotment.[1]
