Leaving a "high input impedance" left floating make it susceptable to pickup, more so in high edge rate systems due to stay capacitance. A pullup or down (depending on the state) ensure the input is held well above the threshold to ensure a valid state and no whitenoise dependant metastability that can produce MHz perturbations on the output but also on the powerrail causing excessive heating and failure of devices.
