Because, it’s a big difference if 20k people are killed in a country with 1 billion citizens, or in a country with 1 million citizens.
Let’s take 100k citizens as relative base.
Example:
- first country: “2 per 100k” == 0.002%
- second country: “2k per 100k” == 2%
