This new Coalition of Tories, Bleus (as the Canada East Ministerialists came to be called) and Hincksite Refomers came to be known as the Liberal-Conservatives and formed the basis of the future Progressive Conservative Party of Canada. However in Canada West the result in 33-27 in favour of the motion. As a result of the minority in Canada West John A. Macdonald, Robert Spence and Joseph Curran Morrison resign from the government on May 21 and are soon joined by William Cayley. On July 28, 1858 the government was defeated 64-50 when 14 French-Canadian members broke with the government to pass a motion that Ottawa should not be permanent capital of Canada. Clear Grit leader George Brown then introduced a motion to adjourn which was defeated 61-50 when the defectors rejoin with the government. As the House had rejected the Crown's choice of Ottawa as capital Macdonald announced the government's resignation on July 29, 1858.
Brown-Dorion: August 2, 1858-August 4, 1858
On July 30, 1858 it was announced that Governor General Sir Edmund Walker Head had called upon the leader of the Canada West Clear Grits George Brown and the leader of the Canada East Rouges Antoine-Aimé Dorion to form a government. This coalition became the basis of the Liberal Party. The ministry was formed on August 2, 1858
- Premier and Inspector General: George Brown (CW)
- Deputy Premier and Commissioner of Crown Lands: Antoine-Aimé Dorion (CE)
- Attorney General for Lower Canada: Lewis Thomas Drummond (CE)
- Attorney General for Upper Canada: John Sandfield Macdonald (CW)

- Speaker of the Legislative Council: James Morris (CW)
Outside of the Executive Council:

- Solicitor General for Upper Canada: George Skeffington Connor (CW)
In accordance to the Independence of Parliament Act 1857 10 members of the government vacated their seats upon acceptance of office and were required to seek re-election at a ministerial by-election. The exceptions were James Morris, an appointed Member of the Legislative Council, and Luther Hamilton Holton who held no seat in either the Legislative Council or Legislative Assembly. When Parliament assembled on August 2 the new government was immediately defeated in a non-confidence vote in the Assembly by 71-31. In the Legislative Council, presided by James Morris the sole member of the government in Parliament, a non-confidence vote is passed by 20-8. These defeats left Brown with no choice but to ask the Governor General for a dissolution which Sir Edmund Head twice denied. As a result George Brown was forced to resign after only two days in office.
Cartier-Macdonald: August 6, 1858-May 21, 1862
Following the brief Brown-Dorion ministry Governor General Sir Edmund Walker Head called upon Alexander Tilloch Galt to form a new government. Galt declined and Head then recalled John A. Macdonald and George-Étienne Cartier to office only a week after they had resigned. In the interests of fairness Head insisted that the new government be a reconstruction of the old Macdonald-Cartier ministry. Cartier was to be premier instead of Macdonald, William Cayley and Thomas-Jean-Jacques Loranger were dropped and Galt and George Sherwood took their places. In addition Charles Joseph Alleyn, John Ross, Louis-Victor Sicotte and Philip Michael VanKoughnet were to be given new offices.
In order to avoid the fate of the Brown-Dorion ministry a loophole was found in the Independence of Parliament Act 1857: ministers were exempted from having to seek re-election if they resigned their offices and within one month were appointed to a new one. By appointing Alleyn, Sicotte and VanKoughnet to new offices they would not have to seek re-election. In addition Narcisse-Fortunat Belleau and John Ross were appointed Legislative Councillors so they would not have to seek re-election either. However if Cartier, Macdonald, John Rose and Sidney Smith were to be re-appointed to their old positions they would have to seek re-election. It was decided that these four were to be appointed to new offices and then immediately resign them and then be appointed to their old positions. As a result of this maneuvering, known as the Double Shuffle, only the two new ministers, Alexander Galt and George Sherwood, had to seek re-election. The Clear Grits attacked the legality of this maneuver and brought proceedings against Macdonald, Sidney Smith and VanKoughnet which were dismissed on December 18, 1858.
On August 6, 1858 the government was sworn with only Cartier, Macdonald, Rose and Smith being given offices, which were different from their previous ones.
- Premier and Inspector General: George-Étienne Cartier (CE)
- Deputy Premier and Postmaster General: John A. Macdonald (CW)
- Receiver General: John Rose (CE)
- President of the Executive Council and Minister of Agriculture: Sidney Smith (CW)
- Without Office: Charles Joseph Alleyn (CE), Narcisse-Fortunat Belleau (CE), Alexander Tilloch Galt (CE), George Sherwood (CW), Louis-Victor Sicotte (CE), Philip Michael VanKoughnet (CW)
On August 7, 1858 Cartier, Macdonald, Rose and Smith resign their offices and are re-appointed to their old ones. The rest of the government was sworn in.
- Premier and Attorney General for Lower Canada: George-Étienne Cartier (CE)
- Deputy Premier and Attorney General for Upper Canada: John A. Macdonald (CW)
- Commissioner of Crown Lands: Philip Michael VanKoughnet (CW)
- Chief Commissioner of Public Works: Louis-Victor Sicotte (CE)
- Inspector General: Alexander Tilloch Galt (CE)
- Postmaster General: Sidney Smith (CW)
- Receiver General: George Sherwood (CW)
- Provincial Secretary and Registrar: Charles Joseph Alleyn (CE)

- March 27, 1862: John Beverley Robinson (CW) succeeds John Ross as President of the Executive Council. George Sherwood is appointed Commissioner of Crown Lands and Superintendent General of Indian Affairs; John Carling (CW) succeeds Sherwood as Receiver General. James Patton (CW) is appointed Solicitor General for Upper Canada.
The government fell on the Miltia Bill (61-54) on May 20, 1862 and resigned the following day.
Macdonald-Sicotte: May 24, 1862-May 16, 1863
Governor General Viscount Monck called upon Liberals John Sandfield Macdonald and Louis-Victor Sicotte to form a new government which takes office on May 24, 1862.
- Premier, Attorney General for Upper Canada and Minister of Militia Affairs: John Sandfield Macdonald (CW)
- Deputy Premier and Attorney General for Lower Canada: Louis-Victor Sicotte (CE)

Changes
- January 28, 1863: Antoine-Aimé Dorion resigns as Provincial Secretary and Registrar in opposition to the cost of the Intercolonial Railway Bill and is succeeded by Jacques-Olivier Bureau (CE).
- March 7, 1863: James Morris resigns as Receiver General following a debilitating stroke and is succeeded by Adam Johnston Fergusson Blair (CW).
- May 11, 1863: Adam Wilson resigns as Solicitor General for Upper Canada upon appointment to the bench.
On May 8, 1863 the ministry is defeated on a censure motion by a vote of 64-59. Lord Monck agreed to grant a dissolution and John Sandfield Macdonald reconstructed his government with Dorion replacing Sicotte as the head of the Canada East section.
Macdonald-Dorion: May 16, 1863-March 21, 1864
On May 16, 1863 the assembly was dissolved and John Sandfield Macdonald formed a new government with Antoine-Aimé Dorion. However the posts of Commissioner of Public Works and Solicitor General for Lower Canada were not filled until May 28.
- Premier, Attorney General for Upper Canada and Minister of Militia Affairs: John Sandfield Macdonald (CW)
- Deputy Premier and Attorney General for Lower Canada: Antoine-Aimé Dorion (CE)
- Minister of Agriculture: Luc Letellier de St-Just (CE)
- Minister of Finance: Luther Hamilton Holton (CE)

- Provincial Secretary and Registrar: Adam Johnston Fergusson Blair (CW)
- President of the Executive Council: Isidore Thibaudeau (CE)
- Solicitor General for Lower Canada: Lucius Seth Huntington (CE) (Appointed May 28)
- Solicitor General for Upper Canada: Lewis Wallbridge (CW)
Changes
- July 24, 1863: Maurice Laframboise (CE) succeeds Lewis Thomas Drummond, who had been defeated in the 1863 general election, as Commissioner of Public Works.
- August 13, 1863: Lewis Wallbridge resigned as Solicitor General for Upper Canada having been elected Speaker of the Legislative Assembly.
- December 26, 1863: Albert Norton Richards is appointed Solicitor General for Upper Canada.
- January 31, 1864: Albert Norton Richards resigns as Solicitor General for Upper Canada having been defeated in a ministerial by-election.
The Liberals won 66 out of 130 seats in the 1863 general election and with Wallbridge in the speaker's chair this gave the government only a one-seat majority in the Legislative Assembly. Albert Norton Richards' defeat when he sought re-election caused the government to lose its majority. In order to avoid almost certain defeat in the assembly the government announced its resignation on March 21, 1864.
2nd Taché-Macdonald: March 30, 1864-June 22, 1864
Following the resignation of the Macdonald-Dorion ministry John Sandfield Macdonald recommended Adam Johnston Fergusson form a coalition government which failed. Lord Monck then called up George-Étienne Cartier to return to office but he also declined to lack of support in Canada West. On Cartier's recommendation Monck then called upon Sir Étienne-Paschal Taché to form another government with John A. Macdonald.
- Premier, Receiver General and Minister of Militia Affairs: Sir Étienne-Paschal Taché (CE)
- Deputy Premier and Attorney General for Upper Canada: John A. Macdonald (CW)

- Provincial Secretary and Registrar: John Simpson (CW)
- President of the Executive Council: Isaac Buchanan (CW)
- Solicitor General for Lower Canada: Hector-Louis Langevin (CE)
- Solicitor General for Upper Canada: James Cockburn (CW)
The government fell on June 14, 1864 by a vote of 60-58 on a motion to censure Finance Minister Alexander Galt for in 1859 giving the Grand Trunk Railway $100,000 to buy back bonds that had fallen due. This defeat meant the end of the sixth government in six years. Lord Monck agreed to grant a dissolution but it was clear that a new election would not resolve the political deadlock. On June 22, 1864 it was announced that instead of dissolution George Brown would join the government and the new ministry would seek a federal union in hopes of resolving the deadlock.
Great Coalition: June 30, 1864-July 30, 1865
