Likely editor for hire with previous accounts, possible CheckUser needed

Hi Girth Summit. Editor User:Dean Twaks's original user page, which was essentially a sales pitch for paid editing services as a "content creator". Despite the account being brand new, the editor claimed to have built up editing expertise "over the years" working for a "range of clients". They have since denied having any other accounts (and that they misspoke about promo editing). Is there a way to request a CheckUser without an SPI?
