Range block required for a IP hopping vandal

Hi, I'm an active editor of martial arts articles and I have for last month or two had a problem with this IP hopping vandal. This IP hopping vandal in question makes these damaging edits but removing info and adding nonsense, such as unverifiable names on notable practitioners section, editing birthdates, breaking links and adding stuff like "art must be practised with ska-music" and such. Noticed him first on the Tang Soo Do entry, where this vandal whose IP often begins with either 260x-something or 77-something - and upon looking at history, these vandalisms from these IPs have been going on for two years.

I've notified this to User:WereSpielChequers on 10 January 2021. While WereSpielChequers configured pending changes settings for Tang Soo Do, it turns out that the vandal in question also targets other martial arts entries. Recently, he added nonsense like "It’s practioners include doormen, priests and teachers" to the Shotokan entry and "eats a lot of cheese" to the Jeet Kune Do entry.

Now it also appears the has other IPs, but I notice similarities between methods this vandal uses to vandalize the entries.

Basically these are few IPs I've caught the vandal using:

And there are probably others. Only real user name I've seen the vandal use is User:Babak.tangsoodo, seemingly wanting to bypass the pending changes setting for the Tang Soo Do entry.
