Description Japanese Vice Admiral Michitaro Tozuka was the Yokosuka Naval Base Commander. Photographed shortly after he surrendered the facility to Rear Admiral Robert B. Carney, U.S. Third Fleet Chief of Staff, on 30 August 1945.
