Qu es el Sello
de Buen Diseo?
La iniciativa del Sello de Buen Diseo nace con el objetivo de profundizar la incorporacin del diseo como herramienta estratgica en el
entramado productivo nacional. Se distingue a las empresas que planifican los productos y abordan todas sus implicancias: el mercado, el uso,
el ciclo de vida, su aporte al desarrollo sustentable y la eficiencia de los
procesos productivos.
Para evaluar a las empresas inscriptas se conform una red institucional que abarc y dio solidez a la propuesta. Las universidades, los
gobiernos provinciales, las cmaras empresarias, los profesionales del diseo, la fundacin del Banco Credicoop y las autoridades del Ministerio
de Industria, todos hicieron su aporte a fin de explicitar el estado de situacin del diseo en la produccin nacional y poner en evidencia el norte
que dar excelencia a nuestra industria. Los productos distinguidos fueron
evaluados tomando como referencia criterios formales, funcionales, tecnolgicos, ambientales, comerciales y sociales.
Varios sectores industriales forman parte de esta primera edicin
que trabaj con las categoras consumo, bazar, productos industriales,
equipamiento y mobiliario, empaques y envases estructurales, calzado y
marroquinera e indumentaria y textil. Asimismo, el estado de situacin
relevado implic una bsqueda nacional abarcadora en cuyo resultado
estn representadas 16 provincias de nuestro territorio. El desafo para las
prximas ediciones es poder dar cuenta de ms produccin local, regional,
y hacer de esta distincin una propuesta federal.
El Sello de Buen diseo es una herramienta mltiple que propone a su vez una distincin, una instancia de relevamiento estadstico de
informacin y una propuesta de aprendizaje. Las empresas distinguidas
tendrn la posibilidad de participar de rondas de negocios con compradores extranjeros, de mostrar sus productos en la exposicin y de participar
de este catlogo. Para las empresas que en esta oportunidad no alcanzaron la distincin, el Plan Nacional de Diseo elabor una propuesta de
capacitacin y asistencia tcnica que los conducir a mejorar procesos y
productos para volver ha presentarse en la convocatoria del Sello de Buen
Diseo que a partir de ahora tendr carcter de ventanilla continua.

En ese camino lanzamos el Sello de Buen Diseo, nico a nivel nacional, para premiar aquellas empresas que hacen propio el desafo de producir cada vez mejor y con ms tecnologa. Esto permitir a los productos
seleccionados ser identificados por los consumidores, destacando el valor
agregado incorporado y su desarrollo con materia prima nacional.
Adems, este sello permitir revalorizar el trabajo de jvenes emprendedores, que estn a la vanguardia de la tecnologa y el diseo y vuelcan esa
innovacin en sus proyectos productivos. Tambin, buscamos potenciar la
aplicacin del diseo para obtener un uso eficaz de las materias primas y el
procesamiento de estas en su territorio y, de esta forma, promover el arraigo
de los trabajadores en sus comunidades y una produccin en funcin de las
caractersticas culturales de cada regin, lo que disminuye los desequilibrios de desarrollo regional en nuestro pas.
El diseo aplicado a los procesos productivos tambin permite bajar
los costos de fabricacin, obtener una mejor calificacin en los estndares
medioambientales, lograr la identificacin de una marca y la caracterizacin
de un producto a travs de innovacin especfica.
Teniendo en cuenta todos los beneficios que nos brinda esta herramienta, el Ministerio de Industria seguir brindando asesoramiento, capacitacin y crditos blandos a las pequeas y medianas empresas de todo el
pas para que agreguen diseo a su produccin. Esta es una forma ms de
consolidar el modelo iniciado en 2003.

del Sello de Buen Diseo
La iniciativa del Sello de Buen Diseo est enmarcada en un proyecto ms amplio que considera que la actividad del diseo industrial debe
involucrarse con el proceso de cambio poltico, social y econmico que vive
Argentina. El diseo debe incluirse orgnicamente como eje vivo de la industria e incorporarse a los diversos sectores de la actividad.
Esta integracin del diseo al ncleo del proceso productivo debe ser
sostenido estructuralmente por todos los actores involucrados: el Estado, las
empresas, los diseadores y las instituciones acadmicas deben comprometerse para lograr una mayor calidad industrial que nos facilite el camino
hacia la competitividad.
Asumiendo este compromiso, esta iniciativa tiene los siguientes objetivos:
Consolidar y robustecer la conciencia pblica de la funcin social
del diseo industrial entendiendo a este no como un mero hecho
esttico, sino como generador de objetos de uso, destacando su valor
cultural y de comunicacin.
Profundizar las posibilidades del diseo como auxiliar de la bsqueda
de soluciones para la preservacin del medio ambiente y el equilibrio
ecolgico.
Canalizar los esfuerzos del diseo industrial hacia las necesidades
del equipamiento del valor social y no hacia el consumo suntuario.
Sealar que los productos deben ser diseados para maximizar su
valor de uso y no su valor de cambio.
Actuar prioritariamente en el diseo de bienes de produccin y servicios.

Antecedentes
Son varias las iniciativas que anteceden a la propuesta del Sello de
Buen Diseo de Argentina. A nivel internacional, la propuesta que ms ha
inspirado al presente trabajo es la iniciativa Marca G que Japn viene desarrollando desde 1957. En la dcada del 50, se restablecieron varias industrias en Japn y creci el sector productivo. La gran cantidad de imitaciones
en el diseo de los productos ocasion serios problemas en la calidad de
los mismos. Por esa razn, en el ao 1957 el Ministerio de Industria y
Comercio de Japn cre un sistema de seleccin de buenos diseos con el
objetivo de elevar la calidad de diseo de los productos japoneses y difundir
la inclusin de diseo tanto en la industria como en el resto de los actores
sociales. Actualmente la Marca G es un smbolo de confianza para los
consumidores y ha logrado que el diseo japons fomente mejores estilos de
vida y fortalezca la actividad industrial.
A nivel nacional, el antecedente ms importante de esta iniciativa
son las Etiquetas de Buen Diseo que otorgaba el INTI (Instituto Nacional
de Tecnologa Industrial) en la dcada de los 80. Esta propuesta se implement en el marco del C.I.D.I. (Centro de Investigacin de Diseo Industrial)
y cont con un reglamento para la adjudicacin de las Etiquetas Rojas que
destacaban a los productos seleccionados. Un jurado de expertos seleccionaba a los diseos distinguidos luego de examinar sus aspectos estticos,
el cumplimiento adecuado de las funciones del producto, su economa de
desarrollo y su precio de venta.

Institucional
Las etiquetas eran un smbolo de calidad formal, funcional y econmica del producto y las propuestas distinguidas eran registradas en fichas
normalizadas que integraban el Fichero de Buen Diseo.
Otra iniciativa que trabaja en este sentido es la Certificacin de
Buenas Prcticas de Diseo que el INTI viene desarrollando desde 2008
a travs de su Centro de Diseo Industrial. Se trata de un programa de
Certificacin Voluntaria de Gestin de Diseo, destinado especialmente a la
innovacin de diseo y al desarrollo de productos realizados en Argentina.
Esta propuesta contempla tanto a empresas que se encuentran en condiciones de demostrar el cumplimiento de los requisitos de la certificacin,
como a aquellas que an no los alcancen y que necesitan una orientacin
para lograrlo.
La lista de antecedentes del Sello de Buen Diseo es, en buena hora,
muy amplia y no se agota en los casos enumerados. No hay novedad en la
premisa que expresa que el diseo debe incorporarse a la industria para
fortalecerla, pero s hay una gran oportunidad para impulsar acciones que
superen la zona de deudas histricas y conviertan esta premisa en una realidad nacional.

Hoy tenemos una oportunidad privilegiada de cambiar definitivamente el perfil productivo y mejorar la calidad de vida en Argentina. Este desafo requiere de un gran compromiso por parte del
Estado, las empresas, las instituciones educativas y la sociedad en
general. El Gobierno Nacional trabaja fuertemente en pos de lograr
la consolidacin de una industria fuerte, competitiva, con alto valor
agregado e innovacin tecnolgica a fin de contribuir al desarrollo
econmico y a una distribucin del ingreso ms justa y equitativa.
Los esfuerzos realizados se renuevan da a da, lo que se manifiesta en la concrecin de nuevos instrumentos destinados a fomentar el desarrollo industrial. El Plan Nacional de Diseo promueve
la introduccin del diseo y la innovacin en la cultura empresaria
como elementos fundamentales para mejorar la competitividad y posicionar a los productos argentinos en los mercados internacionales,
mediante estrategias de diferenciacin, con alto valor agregado, conciencia ambiental y uso racional de los recursos.
La iniciativa del Sello de Buen Diseo reconoce dicho compromiso distinguiendo a quienes generan un aporte para el crecimiento
de una industria fuerte, innovadora y con compromiso social. Se trata
de la nica distincin vigente de alcance nacional que galardona a
productos gestionados bajo herramientas de diseo, llevado adelante
desde el Ministerio de Industria y la Subsecretaria de Industria a
travs del Plan Nacional de Diseo.
En esta primera edicin se recibieron 321 inscripciones de
productos industriales clasificados en 7 categoras (bazar, calzado
y marroquinera, productos industriales, equipamiento y mobiliario,
empaques y envases estructurales, consumo, indumentaria y textil)
provenientes de 16 provincias argentinas. Adems, contamos con el
apoyo del sector acadmico y de las instituciones intermedias quines nos acompaaron durante los procesos de difusin y evaluacin.
Los invitamos a conocer las primeras distinciones del Sello de Buen
Diseo y a sumar sus aportes para mejorar las futuras ediciones.

Diseo es proyectar
Proyectar es una palabra que proviene del latn proiectare, y significa lanzar hacia el futuro. Qu significa proyecto? Hay dos vectores
semnticos que incluye la palabra: el reconocimiento de lo fctico (lo
yecto) y la apertura a nuevos horizontes, al futuro (el pro). Un proyecto supone tanto un reconocimiento de nuestra situacin como un lanzarse
hacia las propias posibilidades. Lo que se proyecta son siempre posibilidades (nunca realidades) y no hay proyecto si no hay comunicacin del
mismo: que sea comunicable es lo que le da al proyecto su estructura, su
poder de convocatoria.
En este camino de comunicacin de proyectos que luego se transforman en productos y son apropiados por las personas en su vida cotidiana, el Plan Nacional de Diseo lanza este Sello de Buen Diseo. El motor
principal de este lanzamiento es la necesidad de comunicar un mensaje
acerca de la industria nacional: una industria en crecimiento con proyectos y productos acordes a las necesidades del mercado.
Desde el ao 2003 el Plan Nacional de Diseo trabaja de manera
comprometida para incorporar estrategias de diseo en las empresas argentinas. Dentro de este compromiso, un eje fuerte es el de la construccin de identidad en relacin a los productos locales, los recursos disponibles en nuestro pas y la forma de transformarlos. Se trabaja tanto en el
territorio como en la difusin de todos los resultados que son testigos de
esta construccin continua.
El Plan Nacional de Diseo hoy es un espacio que crece con el
espritu de mejorar la calidad de vida de los argentinos, de apoyar a las
empresas para que decidan una estrategia definida y de lograr productos
que muestren nuevas oportunidades para el pas.

En la cultura de nuestro diseo todo lo que tenga que ver con economa, con empresa, est visto con cierta reticencia porque una gran parte
de los diseadores no han podido convertir sus objetos, sus prototipos en
productos. Si se piensa al diseo como un medio de comunicacin sociocultural, la nica manera es verlo entre la gente, y para que llegue a las
personas el camino es la industria y la empresa: nos guste o no nos guste.
Qu es el diseo industrial?
En la definicin de Diseo Industrial hay un adjetivo que es Industrial, que ha quedado como una palabra ms y ha perdido sentido. En
el diccionario de la Real Academia Espaola, la palabra diseo significa
Concepcin original de un objeto u obra destinado a la produccin en serie. Asimismo, en la definicin que hizo mucho antes Toms Maldonado
tambin se aborda la produccin industrial, la produccin seriada. El diseo
debe ser creativo, pero con sentido.

Ser creativo y ser original, no basta: hay que ser original con sentido.
Yo puedo hacer una mesa muy original que no tenga patas y se cuelgue del
techo. El ser innovativo no alcanza para convertirse en un producto utilizable. La sola diferenciacin no alcanza si no tiene sentido. El diseo tiene
un origen latino, de designar, que es dar seal, dar sentido y es cuando se
instala en la gente que logra proponer algo en valor simblico.

Design is a valuable tool to increase a companys competitiveness. The Good Design Hallmark was envisaged to further the assimilation of design as a strategic tool within the national productive
network. Companies workig with design are grated recognition for
planning their products and for the impact that product has on the
market, on daily use, on the life cicle, and on the sustainable development and production process.
The National Design Program has established an institutional
network to asses companies. Universities, local governments, business chambers, design specialists, the Credicoop Bank Fund, and
the Ministry of Industry; each body helped bringing to light the current situation of design at the country`s production field. This has
helped to establish the best course of action for the advancement of
our industry. All products recognitions were granted on the basis of
a formal, functional, technological, environmental, commercial, and
social criteria.
This first Edition was focused on the following categories:
consumption, industrial products, gift shops, office supply goods, furniture, boxes and containers, footwear, leather goods, and textiles.
Several industrial sectors helped along and 16 provinces are covered
on the research. To turn this into a federal motion will be the challenge for all subsequent editions.
The Good Design Hallmark is a tool for multiple actions;
granting an award, gathering statistics, and learning. Those awarded
companies will have the chance to participate in trade taks with foreign buyers and show their products. They will also be listed on this
catalog. The National Design Program has arranged a special training
and assistance for those companies that didn`t manage to get the
award, so they can participate next time. The Good Design Hallmark
program will be open for admission all year round.

The political, economic and social transformative model implemented since 2003 takes national industry as a paramount axis;
hence its 90% growth over the last eight years. This has paved the way
for the creation of 14.000 new industrial companies, and 1.500.000
genuine job positions at industries. As a consequence, this has generated more social inclusion in our country.
By means of the Argentina 2020 Strategic Program, we work
to consolidate an international level industry that includes design,
innovation, and generation of high and medium high technology.
Therefore we have this tool, the National Design Program,
which aims to bring design closer to the argentine business sector.
When we talk about design we are not only trying to point out its aesthetic value, but its value as a tool for competitiveness.
We should include design into all the value chain links, and
into all stages within the productive process; not just on the end product. Having well designed manufacturing plants, mechanisms and
logistics makes argentine companies more competitive, be them
small, medium or large.
With this goal in mind we launched the Good Design Hallmark. A single national label to award those companies that endeavor to produce with higher standards and technology. This will allow
consumers to identify those selected products; highlighting its value
added and its improvement of national raw materials.
Furthermore, this label will acknowledge the work done by
young entrepreneurs that are at the forefront of design and technology, and that incorporate that innovation into their production projects.
In addition, we seek to strengthen the implementation of design for
an efficient use and processing of raw materials within each territory.
By these means, we seek to promote the settling of workers in their
own communities to produce according to each region cultural characteristics. This helps lessening regional development disproportions
in our country.
Design applied in production processes also helps to lower
manufacturing costs, reach higher environmental standards, and
achieve good product branding through a specific innovation.

Background
There are several drivers that precede the Good Design Hallmark initiative in Argentina. On an international level, the system that
has mostly inspired this motion is the G-Mark System developed by
Japan since 1957. During the 50s many industries in Japan were reestablished and the productive sector grew. The great number of product design replicas generated many problems with quality. In 1957,
the Ministry of International Trade and Industry of Japan established
a design evaluation and commendation system to raise design quality
on Japanese products and promote the inclusion of good design in
industry and society. Today, the G-Mark is a sign of trust for consumers and has managed to focus Japanese design on strengthening the
industrial activity and promoting better living standards.
On a national level, the main predecessor was the Good Design Label granted by the National Institute of Industrial Technology (INTI) during the 80s. This system was backed by the Industrial
Design Investigation Center (CIDI) and had specific regulations for
granting Red Labels that highlighted selected products. A board of experts would select the distinguished designs after examining aesthetic aspects, adequate performance for specific functions, production
economy, and sale price.
Those labels were a symbol of formal, functional and economic quality, and those distinguished prototypes were registered on the
Good Design Catalog.
Another system is the Good Design Practices Certification developed by INTI since 2008 on its Industrial Design Center. This is a
type of Design Management Certification Program aimed specifically
at national product design innovation and development. This initiative
includes companies that can prove their ability to comply with the
requirements; but it also includes those that cannot fulfill them yet,
providing them the required guidance to reach the standard.
This initiative is widely extensive and not confined to the above mention. The assertion that design should join industry to strengthen it is no news. But what we have here is a great opportunity to
foster actions to breakthrough historical debts and make this premise
a national reality.
Taking into account all the benefits that this tool can offer,
the Ministry of Industry will continue to bring assistance, training and

We currently have a privileged opportunity to definitely change the productive framework and to improve the life quality in Argentina. This challenge requires a big commitment on behalf of the
State, the companies, the educational institutions and society as a
whole. The National Government is working hard in order to achieve a
consolidated, competitive industry which presents high added value
as well as technological innovation to contribute with the economic
development and a fairer and more equitable income distribution.
The efforts made are renewed day by day, and this is shown in
the realization of new instruments destined to promote the industrial
development. the National Design Program promotes the introduction
of Design and the innovation in business culture as key elements to
improve competitiveness and place Argentinean products in foreign
markets. This is carried out through differentiation strategies which
present a high added value, environmental awareness and rational
use of resources.
The initiative of Good Design Hallmark values such commitment distinguishing those who generate some kind of cooperation
to make a socially committed, innovative and strong industry. It is
about the only existent distinction of national scope which awards
products managed with design tools, developed from the Ministry of
Industry and the Undersecretariat of Industry through National Design Program.
During this first edition, the Plan received 321 registrations
of industrial products classified in 6 categories (hardware store products, leather products, shoes, agricultural machinery, clothing as
well as other industrial products) coming from 16 Argentinean provinces. Moreover, we counted with the academic sector support as
well as the intermediate institutions, which worked with us during the
spreading and evaluation processes. You are welcome to take a look
at the first awards of Good Design Hallmark as well as to give your
opinions in order to improve future editions.

The national fashion industry is part of a more complex scenario, compared to the above categories. It is limited primarily by the
brevity parameters and the message construction. It is compelling
to approach this type of category from various angles due to diverse
variables; such as, the multiple annual seasons that a company needs
to deal with, the creation and appropriation of fashion trends, and the
speed at which the cycle shifts and changes.
This time we sought to highlight the different disciplinary
fields of assessment; including governmental and academic institutions, different industry chamber representatives, and independent
designers that took part in the evaluation team. As a result, we present a set of criteria that weighs up the market strategy, the quality,
the scale, and the inclusion of design by companies awarded the good
design hallmark.
The clothing sector had great participation at the Good Design Hallmark contest. Up to 15% of the submitted projects belong
to this category. Most of these projects, such as products, fashion
lines and collections, were submitted by the companies. But 17% of
them were submitted by design studios that develop and market their
own products. They represent smaller production scale firms but have
great potential for growth.
In addition, while most of the projects submitted belong to
the City of Buenos Aires and the province of Buenos Aires; many other
provinces are also represented, such as Mendoza, Cordoba, Santa
Fe, Chaco, Formosa, La Pampa, Neuqun, Salta and Tucumn. This
representation is a key factor, and is expressed in the identity that
each product reflects.
