Fiscal 2024 ACFR

The audited State of Texas Annual Comprehensive Financial Report (ACFR) for the fiscal year ending Aug. 31, 2024, is now available. This report presents the financial position and results of operations for Texas state government in accordance with generally accepted accounting principles as prescribed by the Governmental Accounting Standards Board.

Payables and Binding Encumbrances Due

State agencies and institutions of higher education must report payables and binding encumbrances for second-quarter fiscal 2025 appropriations by March 30.

Quarterly certification must be entered in the online form.

Hotel Occupancy Tax Refund Reports

Agencies that reimburse employees for state-related hotel stays are due a refund for hotel occupancy taxes. USAS automatically generates the refunds each quarter.

The hotel occupancy tax refund for December through February will be available March 9 on DAFR8190 and DAFR8200.

SSD Request Deadline

Effective Feb. 21, super security delete (SSD) requests must be submitted by 2 p.m. to ensure same-day processing. An SSD request submitted after 2 p.m. may not be processed the same day depending on its complexity and the time needed to review and process it.

Email the completed Super Security Delete Request form (73-310) to usas.maintenance@cpa.texas.gov.

Note: To complete the form electronically, download it to your computer and open the form with Adobe Acrobat Reader. Do not complete the form using your internet browser.

Internal Transaction File Maintenance

Agencies should review and maintain internal transaction (IT) files every day to keep them current and ensure timely processing of transactions. Daily review also may reduce the need for SSD requests. For more information, see the expanded USAS Internal Transaction File Maintenance and Super Security Delete Process (FPP Q.001), which now includes more troubleshooting help for pending transactions.

Military Workforce Summary Reports Due

March 14 is the maintenance and corrections deadline for the fiscal 2025 second-quarter Military Workforce Summary Reports (Dec. 1 to Feb. 28). Copies of the quarterly reports will be sent via electronic file transfer (EFT) on March 18. The online quarterly report acknowledgment form (with required complaint reporting included) will be available March 18 and must be submitted by March 27.

Expenditure audit reports for fiscal 2024 fourth quarter and fiscal 2025 first quarter are available. See the Audit page for forms, fiscal policies and procedures, and audit contact information.

Reminder – Deadline to Request Unclaimed Funds

Unclaimed property transferred to the state includes property that might belong to state agencies or institutions of higher education. Money not claimed by May 31 will be deposited into unappropriated general revenue.
