PAA and IP Protection

I will try to not write another novel: what is the thinking internally of PAA (ARA too I suppose) folks, for if IP protection isn't ready for important PAA dates, such as requirement of FF or removal of Event Level Reporting?

Privacy Sandbox will certainly involve lots of privacy protections landing over time, and we don't usually see a reason to make promises of the form "future protection X will land before future protection Y". I'm not sure what the state of IP protection will be when PA removes the temporary carve-outs like iframe rendering or detailed win reports, but I don't think the two should be linked.
