As per topics documentation the eligibility of topics depends on the observations done by the API caller. There are publishers who use dedicated adservers in such cases the API caller will only observe the topics on that particular publisher website only. The SSP/exchange might not be on the publisher page making a call to topics API in that case the use of topics would be useless for such publishers.
Is there any guidance from Chrome or Pub adservers on how can publishers using adserver can get eligible for more topics ? If this is a prevalent use case the topics might not yield any performance for the campaigns.

@sunnypav you're welcome to insert these frames and get a post message back from widespread topics networks; you don't have to use prebid to insert these frames. Other topics networks might not be 'open to the public', but these are.
