Hi guys, I'm trying to get my app review on Google Cloud, and now the status is Pending developer action with this message:

The provided justification does not sufficiently explain why the requested OAuth scopes are necessary.

But I already updated the justifications, sent again the confirmation email, and the status keep the same. What else I have to do? It's so confusing, I don't know if you're reviewing again or if I'm waiting for nothing

I understand that you have questions regarding OAuth verification for your app. I would recommend you to go through 'OAuth API verification FAQs' and 'Unverified apps' articles which answer your queries.

As your concern is related to OAuth, I would recommend you reach out to the GCP Product support team as they are better equipped to assist you on this.

Note that your concern is out of scope for the Google Ads API support team, as our team can only help you with technical queries or concerns related to direct interaction with the Google Ads API.
