Mandate of the Ministry
To formulate, disseminate, promote, implement, monitor and evaluate health policies of the Federal Government of Nigeria.
Using the National Council on Health (NCH), the Ministry leads States and Local Governments, the Private Sector and Civil Society Organisations in formulating health policies. It is the coordinating body of the Federal Government on issues of health. The Honourable Minister of Health is the Chairman of NCH

National Strategic Health Development Plan (20102015) approved by the FEC in December 2010 is aligned with National Vision 20:2020 and is the roadmap for Mr. President’s Transformation Agenda in the Health Sector.

Ministry provides oversight for the three tiers of national health delivery system in general but has specific control over departments and agencies under it.

There are eight (8) Departments, five (5) Agencies/Research Institutes, twenty (20) Teaching Hospitals, twenty three (23) Federal Medical Centres, fourteen (14) Specialist Hospitals/Centres, fourteen (14) Health Professional Regulatory Bodies, and seventeen (17) Health Professional Training Institutions.

At the National Obstetric Fistula Centre Abakaliki we have: Carried out 1,722 VVF repairs screened 3,800 people for cervical cancer within one year; Treated those with pre-malignant lesions by cryosurgery and followed up; and screened 280 men for prostate cancer

Polio Eradication Mr. President doubled the funding of Polio Eradication activities to 4.7 billion Naira. •
The Presidential Taskforce on Polio Eradication was constituted and inaugurated under the Chairmanship of the Honourable Minister of State for Health.

A new robust Polio Eradication emergency plan was developed with an accountability framework.
•
All State Governors and the Minister of FCT have re-committed to the Abuja commitment and in the last one year have actively and personally led the quarterly Supplementary Immunization Days (SIDs) in their respective states.

of Cerebro Spinal Meningitis (CSM): The country introduced the new CSM vaccine, MenAfric which confers protection for at least 10 years as against 3 years with the previous vaccines. Control of
Yellow Fever- New Security-featured International Certificate of Vaccination and Prophylaxis (ICVP, popularly known as Yellow Card) has been introduced. Mass Yellow Fever campaign scheduled for 2013 Introduction of
Pentavalent vaccines (DPT, HB, Hib). This will help protect against Childhood Pneumonia & Hepatitis B.

Current Routine Immunisation performance
16 States: (Kogi, Kwara, Nasarawa, Kaduna, Sokoto, Zamfara, Anambra, Enugu, Imo, Akwa Ibom, Cross Rivers, Delta, Ekiti, Ondo, Osun & Oyo States) achieved the Target of 78% DPT3 coverage in April 2013 compared to NO State for the same month in 2012.
33 States performed better in April 2013 compared to same period 2012.
7 States (17%)States conducted > 80% of their planned Fixed Sessions and only 3 States (8%) conducted > 80% of planned Outreach Sessions in April 2013.
Nationally the number of Un-immunized children has reduced by 49% in April 2013 as compared to April 2012.
30 (81% of) States achieved > 20% reduction in the number of un-immunized children in April 2013.

Eradication – For more than 4 years , there has been no case of Guinea worm infestation. The International Certification Team that will evaluate Nigeria before being certified GWD-free country will visit us from June, 24th to 13th July, 2013.

ensuring Skilled Birth Attendant at health facilities through the Midwives Service Scheme inclusion of emergency obstetric drugs namely Magnesium sulphate and Misoprostol in the essential drug list, and the procurement and distribution of the drugs.
Improvement in access to Family Planning Commodities: ◦ Signed a MOU with UNFPA for 3 years, 2012-2014 on Govt counterpart contribution of $3m per annum ◦ Additional commitment of $8.3m for Reproductive and MNCH commodities under the SURE-P/ MCH. ◦ Task shifting for Community Health Extension workers to provide injectable contraceptive commodity. ◦ Distribution of free contraceptive commodities at Public sector health facilities. This has led to increased uptake.
+SURE-P and the Saving One Million Lives Initiative
Under the Subsidy Reinvestment Programme , Human resource for Health has been increased and jobs created by recruiting 3,960 health care workers to provide MNCH services in 500 SURE-P supported primary health care (PHC) centres spread across the 36 states and FCT.
These health care workers comprise: 929 midwives; 1,783 community health extension workers (CHEWs); and 1,248 female village health workers
Completed a Conditional Cash Transfer (CCT) Proof of Concept Phase and State of Readiness Assessment for the follow-up Pilot Programme Commenced communication and advocacy activities towards ensuring a Sustainability Plan to preserve the gains of the SURE-P MCH Programme. Initiated the supply of essential drugs, health commodities and medical equipments to all 625 SURE-P supported primary and secondary health facilities.

The conditional cash transfer pilot has kicked off in 5 PHC facilities in FCT and will expand to 8 other States in June.

▪ An inaugural cash transfer day was conducted for the women who had been registered since enrolment began on 15th of April 2013.
▪ Of a total of 261 eligible beneficiaries, 172 (66%) attended and received their cash transfers (total ₦206,900 disbursed)
▪ The CCT pilot programme is now operational in all 5 FCT facilities and the PIU will conduct the next cash transfer days in each facility in June 2013.
▪ Data from the first month’s enrolment in Deidei CHC suggest very high uptake (an increase of 37.4% in ANC attendance and 15.3% in facility deliveries), compared to baseline data.

Deployment of ICT for detection of fake and Counterfeit drugs (TRUSCAN and text messaging technique).
WHO accreditation of local pharmaceutical industries for drug production
Introduction of the text messaging technique for the authentication of drugs.
The upgrading of the standards and capacities of local drug manufacturing facilities like “Juhel” in Anambra State and “May & Baker” in Ogun State is also a major achievement. This has resulted in a decrease from 16.5% to 7.5% of the incidence of fake drugs in Nigeria NAFDAC has put in place an e-registration process that has hastened applications for registration.

Health research in Nigeria is being championed by the Nigeria Institute of Medical Research (NIMR), National Institute for Pharmaceutical Research and Development (NIPRD), as well as Federal Tertiary Health Institutions and other non-government hospitals and organisations Social production of NIPRISAN by NIPRD. In conclusion, I wish to state that Mr. President’s Transformation Agenda in the Health Sector is effectively being implemented and on course. Two cardinal enablers that will make a quantum difference are:
i). A National Health Act which will define the Health System
and provide governance structures for accountability, and
2). Universal Health Coverage entailing compulsory health insurance and improving geographical access to health.
These will anchor the total transformation of the health sector. I thank all our development partners and other stakeholders in health for their collaboration and support in our strive to provide quality and affordable health care to all Nigerians.
