you need the aqs/deploy repo checked out to /srv
ansible-playbook -i production -e target=aqs roles/restbase/deploy.yml
totally lost track after this point but it looked like a lot of things happened. The IRC logs for #wikimedia-services from now to about 6 hours ago are relevant.
