Create a step-by-step guide for countries to transfer data to Wikidata

Description

This is an action item that came out of the WLM workshop in Wikimania. Let's make it happen by 2017-08-23 (a made-up date, just so it's after our time off and not too close to the contest).

Event Timeline

Adding Alicia to this as the person on the Wikimedia Sverige side working most actively on this.

There is a draft guide to Surfacing monuments on Wikidata. This deals with how you can use monuments on Wikidata for WLM but not on how to actually transfer the monuments to Wikidata.

@Effeietsanders Do you remember if we published the above guide anywhere?

This task has been assigned to the same task owner for more than two years.
