Description

Problem:
Once the new page covers at least the existing functionality of the existing page, we want to enable it in production.
For this to happen, we need at least:

Acceptance criteria:

New SpecialPage is enabled in parallel to the existing one, and it is accessible at https://wikidata.org/wiki/Special:NewLexemeAlpha
The link on Special:SpecialPages still points to the old page and the new one is not linked
Ensure that metric tracking is set up (T303394)
