There's no reason for this to be undermined priority. It's not an urgent bug, but yet it is something that I would like done as soon as possible. Additionally, as an intermediate MediaWiki developer, I will try to work on a solution for this if I have time. Therefore, this is normal priority. Users are free to raise the priority if they feel it's important but please do not lower or untriage this task. Thank you.

Catalan triaged T171345: Error adding groups when user cannot modify an existing group membership as Medium priority.
Catalan placed T139341: MsUpload does not show up in mediawiki >=1.27 up for grabs.
This still isn't resolved - whoever gets the final fix can reclaim this task

I have confirmed that the MsUpload button is indeed missing. I created an account on the wiki and I cannot access the extension feature either.
Catalan reopened T139341: MsUpload does not show up in mediawiki >=1.27 as "Open".
The user has reported on IRC that this extension still does not work with MediaWiki 1.27

High priority as bug with one of MediaWiki's essential actions.
Catalan closed T169261: Users unable to remain logged in, associated with attempts to upgrade the password hash on every login as Resolved.
Resolved per above. If you're wondering why I'm doing this, I've subscribed to be emailed for all tasks related to MediaWiki-Core-AuthManager - including this one.
