This works with the current PDF rendering system - https://en.wikipedia.org/w/index.php?title=Special:DownloadAsPdf&page=EBay&action=show-download-screen produces a PDF labeled "eBay" with a lowercase E.
The current PDF renderer provides two types of output it can render a regular PDF and a Mobile Version of PDF which is much easier to read on mobile devices.
Update: support for SVG output using LilyPond 2.24 has been added to the master and REL1_39 branches of the Score extension (T49578).

If I understand correctly, then this is fixed on Wikimedia servers nowadays:
We nowadays link to WS Export in the sidebar for PDF files (which includes the image and all the subpages). When using "Versione stampabile" the image is also included. I'm not sure how <pages index="Odissea (Pindemonte).djvu" from=8 to=8 /> would be rendered correctly though. :-/

Going to https://en.wikipedia.org/wiki/Overline#Word_processors and selecting "Download as PDF", and scrolling to that section, the xyz has an overline. This is related to removing OCG-PDFRenderer/OfflineContentGenerator and replacing it with Proton and Electron-PDFs as the new PDF rendering stack on Wikimedia servers.
...or well, in terms of Wikimedia (as this was on several wishlists) it probably makes more sense if I add the Proton tag and close it as resolved instead, I guess. :)

On current https://de.wikipedia.org/wiki/Dād , using "Download as PDF", the Arabic text is rendered in the correct order. Not a problem anymore.

For the records, https://gerrit.wikimedia.org/r/c/mediawiki/extensions/Collection/+/163139/ has been abandoned. Adding Collection as that is the codebase that the patch is about. (In the meantime, OCG has been superseded by Proton and Electron-PDFs on Wikimedia servers.)

I am declining this task as it is about OCG, and OCG has been dead for years and superseded by Proton and Electron-PDFs on Wikimedia servers.

Renders as expected in the PDF when trying on https://www.mediawiki.org/wiki/User:AKlapper_(WMF)/Sandbox with "Download as PDF", nowadays that we use Proton and Electron-PDFs on Wikimedia servers.
Closing as this lacks a testcase URL (cannot retest), and as OCG has been dead for years and superseded by Proton and Electron-PDFs on Wikimedia servers.
Going to https://de.wikisource.org/wiki/Faust_-_Der_Trag%C3%B6die_erster_Teil and clicking "Download as PDF", it successfully creates a PDF file with 235 pages nowadays that we use Proton and Electron-PDFs on Wikimedia servers, instead of OCG.
Not sure how to test http://de.wikisource.org/wiki/G%C3%B6ttliche_Kom%C3%B6die_%28Streckfu%C3%9F_1876%29 as that only has five pages.

On current https://en.wikipedia.org/w/index.php?title=Cuneiform&oldid=1009107568 , using "Download as PDF", the characters in the section "Sumero-Akkadian cuneiform" are now correctly rendered, and the table under "Syllabary" is now included, and it also renders the characters correctly.
No problems anymore.
