When is Samsung A24 getting UI.7

One UI 7 scheduled for release after the unpacked event. It is currently in the beta version and being refined (not available in South Africa) , so from month end, it might be released. entry level devices should get it later than flagships and mid devices

Why isn't it in South Africa (UI.7)

the beta version is only released in certain countries like US Canada, UK, and South Korea. I think India too, but that's about it. I don't know why, though it's been like this forever. The official release comes afterwards (one UI7) once the OS is stable.
