A motion compensated video coding technique is discussed where square macro-blocks in
the coding process are replaced by arbitrary shaped regions. Different components of this
technique are presented in detail, such as: segmentation, region shape coding, motion
estimation, and mode decisions. Simulation results show good quality images with sharper
details achieved at bitrates as low as 9.6 Kb/s.
