2019, The US health care

Abstract

Various experts over the years have commented on the failings of the US health system which is currently undergoing a reform. This reform should seek to address the major challenges being faced by the system. The major failings of the system have been summarized below: Disparities in access and outcomes: This talks about the large gap between health care access for high income individuals/families and low-income individuals/families. This can be illustrated with an example. The white infant mortality rate in the US is 0.7% and compares very favorably with other developed nations while the black infant mortality rate is twice as high at 1.4% and is somewhat higher than the infant mortality rate in Barbados (1.1%). (Jonathan Gruber 2010). The proposed plan should seek to reduce this divide and create policies that create inclusivity and equity. High cost of health care: According to a report in health affairs, health expenditures are expected to grow at a yearly rate of 5.5% from 2018 till 2027 and represent 19.4% of GDP by 2027. Prices for health care goods and services are also expected to grow at 2.5% year on year till 2027. Insurers have earned a bad rep for competing by selecting healthier subscribers and denying services. The healthcare reform should change the nature of competition and instead introduce regulations that would end discriminations based on health and force insurers to compete based on value add. Health illiteracy: The healthcare system illiteracy rate is at an all-time high and based to a study done by Accenture in 2018, 52% of consumers have low healthcare system literacy. This can be further broken down into 33% that have no experience and 19% who are novices. Of the 48% of Americans who have high literacy with regards to the health care system, only 16% qualify as experts. It should also be noted that the consumers with low literacy are well educated. The healthcare system illiteracy is leading to higher administrative costs for the administrative costs because consumers with low literacy have a higher than average need for administrative assistance and would be more likely to contact customer service. In addressing the challenges listed above, the Healthcare reform should consider the importance of health in society. Public policy should focus on the human ability to function and should aim to maintain and improve this ability by creating conditions that meet these needs. Healthcare reform should lead to the creation of policies that are inclusive and democratic. In influencing the health of the society at large, it should be socially guaranteed in a way that helps to improve overall health while reducing inequalities The Medicare X plan as proposed would build on the existing Medicare framework and starting 2021, would become available in areas with fewer options in the current existing affordable care act market place. The bill however does not address reproductive health care and abortion care, aside from requiring essential benefits be covered. Some of the goals of the Medicare X plan are as follows: Ensure coverage for all: The aim here is to provide coverage for all without cost or paperwork barriers. It would provide options for US residents eligible to purchase private health insurance through existing market places.

Build and maintain a robust network: One of the objectives of the plan is to provide unrestricted access to qualified providers so that patients would have the option to seek care from several qualified providers. Ensure strong patient protections: Certain protections already existing with the affordable care act will apply which would guarantee patient privacy and autonomy. The policy would also act to prevent discrimination and promote equitable health care access. The proposed plan has a lot of merits which address some of the goals listed above. It however also has some disadvantages. For instance, the plan maintains the existing ACA’a restriction which would prevent undocumented immigrants from buying coverage which defeats the goal of inclusivity.
