Online gambling has been legal in the Commonwealth of Pennsylvania since 2017. Governor Wolf sanctioned online gambling in the Commonwealth in 2017 by signing Act 42. However, it wasn’t until 2019 that Pennsylvanians got their first taste of online gambling. After a two-week test in July, betParx and SugarHouse were the initial sites for online testing. By the end of July, five online casinos went fully functional online.

As a license requirement, the Pennsylvania Gaming Control Board mandates that all gamblers, land-based and virtual, gamble at least 21 years old.
🟥Are There Taxes on Gambling Winnings?
Yes. In addition to the IRS, Pennsylvania has taxes on gambling winnings for all casinos. The amount, on the federal level, depends on the game category. If your gambling winnings meet the threshold, the casino, including online, is required to withhold no less than 24% for these particular game categories:
- $1,200 for slots and bingo games.
- $1,500 for keno.
- $5,000 for sweepstakes casinos, lotteries, poker tournaments and group pools.
You must report all gambling winnings for both the federal and state levels. You will receive a W2-G for federal gambling winnings, which you must use to pay the state properly.

When land-based gambling became legal in the Quaker State in 2004, the Pennsylvania Gaming Control Board was created.
