This decision was taken during a meeting of the Council of Ministers, chaired by the Chief Minister at his official residence.
A spokesperson from the Chief Minister&rsquo;s Office revealed that, against the target of Rs. 10,145 crore set for the Excise Policy 2024-25, the state government has already collected Rs. 10,200 crore.&nbsp;
The excise collection has been steadily rising under the current administration, surpassing Rs. 10,000 crores for the first time. Notably, excise revenue in the final year of the SAD-BJP alliance stood at Rs. 4,405 crore, while in the last year of Congress governance, it was Rs. 6,254 crore.
The new policy outlines fresh allotment of L-2/L-14A vends for 2025-26 through e-tendering, ensuring balanced retail trade and broader participation. The group size for the year is set at Rs. 40 crores.&nbsp;
Additionally, to enhance revenue and ensure ample availability of country liquor, the quota for Punjab Medium Liquor in 2025-26 has been set at 8.534 crore proof litres, marking a 3% increase from the previous year.
There will be no hike in country liquor prices for 2025-26. As a relief measure for the defence forces, the wholesale license fee has been reduced by 50%, from Rs. 5 lakhs to Rs. 2.5 lakhs.&nbsp;
To boost tourism, the possession limit for farm stay license holders has been raised from 12 to 36 quarts of Indian Made Foreign Liquor (IMFL), alongside an increase in the allowed quantity of beer, wine, gin, vodka, brandy, RTD, and other liquor products.&nbsp;
Additionally, each retail licensee in Municipal Corporation areas will be required to establish a Model Shop to enhance consumer experience.
Standalone beer shop fees have been reduced from Rs. 2 lakh to Rs. 25,000 per shop. New bottling plants will be permitted to encourage investment in Punjab.&nbsp;
Furthermore, the Cow Welfare Fee has been increased by 50%, from Rs. 1 per PL to Rs. 1.5 per PL, raising the total collection from Rs. 16 crores to Rs. 24 crores.&nbsp;
To bolster enforcement, plans are in place to establish Excise Police Stations in the upcoming financial year. Additionally, to streamline business operations, the approval process for liquor brands with unchanged EDP will be automated through the e-Abkari portal.

The Cabinet has sanctioned the formation of "Punjab Tirth Yatra Samiti" to facilitate convenient pilgrimages for Punjab residents via air, rail, or road under the Mukh Mantri Tirth Yatra Scheme.
Launched in 2023-24, this scheme has enabled approximately 34,000 pilgrims to visit religious sites via trains and buses. The newly constituted Samiti will ensure smooth and efficient travel arrangements under this initiative.
PICTC as the Sole Provider of Digital Signatures
The Punjab Cabinet has designated Punjab Information &amp; Communication Technology Corporation Ltd. (PICTC) as the exclusive provider of digital signatures for government departments and organizations.
Additionally, PICTC will be responsible for IT and ITeG procurement, as per the Punjab Transparency in Public Procurement Act, 2019.
The Cabinet has also formalized the division of responsibilities between the Department of Good Governance and Information Technology (formerly the Department of Governance Reforms) and Punjab Infotech.
These measures are expected to enhance governance, streamline procurement, and drive digital transformation in public services.

To improve the registration process for births and deaths, the Cabinet has approved amendments to the Punjab Registration of Births and Deaths (Amendment) Rules, 2025.
These changes align with the Central Government&rsquo;s 2023 amendments to the Registration of Births and Deaths Act, 1969, and are based on the Model Registration of Births and Deaths (Amendment) Rules, 2024.

In Patiala, a police team led by Senior Superintendent of Police (SSP) Dr. Nanak Singh targeted Rinky, a known drug smuggler from Rodi Kut Mohalla.&nbsp;
Rinky has been named in at least 10 first information reports (FIRs) under the NDPS Act between 2016 and 2024. SSP Dr. Nanak Singh stated that the demolition was carried out as per the orders of the district administration, reinforcing the police&rsquo;s commitment to strict action against habitual drug offenders.
Similarly, in Rupnagar, the district police and administration took firm action against drug smugglers Salim Mohammad and his wife, Asha, by demolishing their illegally constructed house.&nbsp;
Deputy Commissioner Himanshu Jain and SSP Rupnagar Gulneet Singh Khurana confirmed that the crackdown was executed under the directives of CM Bhagwant Singh Mann as part of an intensified campaign against drug trafficking in the district.
Providing further details, SSP Khurana revealed that the accused couple, residents of Sadabrat village in Rupnagar, have been booked under the NDPS Act in three separate cases each.&nbsp;
He added that ganja and narcotic powder were recovered from them during investigations. The couple had reportedly built their house using drug money, prompting authorities to demolish the illegal structure with the assistance of the Municipal Council, Rupnagar, and the police.

When the suspended MLAs requested a copy of the Speaker's order banning their entry, the security staff could not provide any documentation to substantiate the decision.
The Speaker initially suspended the AAP MLAs for three sittings on Tuesday, but the suspension was extended to the entire session, with the Assembly secretariat suggesting it could last until March 3.
Atishi voiced concerns over the BJP's fear of the name of Dr. Baba Saheb Ambedkar, recalling that the suspension followed AAP MLAs' objections to the alleged removal of Ambedkar and Shaheed Bhagat Singh's photos from Chief Minister Rekha Gupta&rsquo;s office.

Portfolios have been assigned to the seven new ministers who took oath on Wednesday in Bihar, as Chief Minister Nitish Kumar reshuffled his Cabinet in preparation for the upcoming Assembly elections.
Health Minister Mangal Pandey has been given additional charge of the Law Department, while Information Technology has been reassigned from Santosh Suman, the son of HAM(S) chief Jitan Ram Manjhi.
Krishna Kumar Mantoo of the BJP will now head the Information Technology Department, while Suman will continue handling Minor Water Resources.
Vijay Mandal, an MLA from Sikti, has been given the Disaster Management Department, whereas Sanjay Saraogi (Darbhanga) has been entrusted with the Revenue and Land Reforms Department. The Land and Revenue Department was previously under state BJP chief Dilip Kumar Jaiswal, who stepped down in adherence to the party&rsquo;s 'one person, one post' policy.
Additionally, Biharsharif MLA Sunil Singh has been appointed as the Forest, Environment, and Climate Change Minister. Sahebganj MLA Raju Singh will oversee the Tourism Department, while Motilal Prasad has been given charge of the Arts and Culture Department.
With this Cabinet expansion, the total number of ministers has reached 36, the maximum limit allowed in Bihar.
All seven newly inducted ministers belong to the BJP, increasing the party&rsquo;s total ministerial strength to 21 in the state. Nitish Kumar&rsquo;s JD(U) has 13 ministers, while Hindustani Awam Morcha (Secular) has one, along with one independent minister.

The higher reaches, including Gulmarg, Sonamarg, Zojila Pass, Gurez, Sinthan Top, Peer Ki Gali, and Razdan Pass, received fresh snowfall.
Reports indicate that Gulmarg has accumulated around two to three feet of snow, reigniting hopes for the &lsquo;Khelo India 2025 Winter Sports&rsquo; event, which had been postponed due to insufficient snowfall.
Earlier, the scant snowfall had failed to replenish the crucial water reservoirs in the upper reaches, which play a vital role in sustaining rivers, streams, lakes, and wells in the Valley during the summer.
The prolonged dry spell had led to the drying up of numerous springs, raising concerns of a potential drought. However, the recent snowfall and rainfall have alleviated these fears.

The avalanche buried a BRO camp between Mana and Badrinath, Chamoli District Magistrate Sandeep Tiwari said.
Mana, three kilometres from Badrinath, is the last village on the India-Tibet border at a height of 3,200 metres.
Teams of the National Disaster Response Force (NDRF) and the State Disaster Response Force (SDRF) have left for the spot amid continuing snowfall and rain.
In Jammu, a woman and her son were killed when a boulder from a hillock hit their two-wheeler near Moungari in Udhampur district.
Eleven labourers were rescued by a joint team of police and the SDRF from the Ujh river in the Rajbagh area of Kathua district early Friday. They were staying in a shed adjoining a construction site and their lives were in danger due to a swollen water body, officials said.
The driver of a dumper was also rescued by police and SDRF personnel after his vehicle was submerged in the Tawi river in the Niki Tawi area, they said.
High altitude areas received moderate to heavy snowfall, prompting the closure of various roads.
The strategic 270-km Jammu-Srinagar national highway, which was closed around 7 pm on Thursday, also remained closed due to snow accumulation between Ramsoo and Qazigund, and shooting stones, landslides and mudslides at various places between Nashri and Banihal.
Overnight snowfall affected rail, air and road connectivity in Kashmir, according to officials.
While rains lashed the plains, the higher reaches of the valley, including tourist resorts of Gulmarg, Sonamarg, and Pahalgam, received moderate to heavy snowfall. Srinagar saw light snowfall.
The weather is likely to improve from Friday afternoon, the meteorological office said.
All morning flights at the Srinagar airport were delayed due to the weather. Operations resumed after 11 am as the weather improved, they said.
Train services on the Budgam-Baramulla section were also affected due to heavy snow accumulation along the tracks, they added.
The Jammu and Kashmir government on Friday extended the winter vacations for schools in the Valley and winter zone areas of the Jammu division by six days in view of the weather conditions.
The schools will now reopen on March 7, according to an order issued by the Department of School Education.

The sky remained heavily overcast and the meteorological office has issued an 'orange' warning for heavy snowfall at isolated places in Lahaul and Spiti and Kinnaur districts and in the higher reaches of Chamba, Kullu, Shimla, Mandi, Sirmaur and Kangra districts.

AAP leader and Delhi Assembly Leader of Opposition (LoP) Atishi, has termed the suspension of 21 Aam Aadmi Party MLAs as an attack on democracy and urged Speaker Vijender Gupta to ensure fairness and protect democratic values.&nbsp;
In a letter to the Speaker on Friday, she called the action unjust and a severe blow to democratic principles.
"I am writing this letter with great pain and sorrow. The biggest strength of democracy is its fairness and equality. But whatever happened in the Delhi Assembly in the past few days is not only an injustice to the opposition MLAs but also a severe blow to democratic values," Atishi stated in her letter.
She alleged that "no action" was taken against any MLA from the ruling party. "On 25 February 2025, during the address of Lt Governor, MLAs of the ruling party raised slogans of 'Modi-Modi,' while the opposition MLAs raised slogans of 'Jai Bhim,' respecting the views of Baba Saheb Dr. Bhimrao Ambedkar. It is very unfortunate that no action was taken against any MLA of the ruling party, but 21 MLAs of the opposition were suspended from the House for 3 days for raising the slogan 'Jai Bhim'," she added.
Atishi further claimed that the "injustice did not stop" there. She stated that when the suspended MLAs attempted to protest peacefully in front of Mahatma Gandhi&rsquo;s statue within the assembly premises, they were stopped 200 meters before the gate and "were prevented from entering the assembly premises."
She described the incident as an "insult" not only to the MLAs but also to the people's mandate. "You are the guardian of this assembly. It is the duty of the guardian to do equal justice to all the MLAs, whether they are from the ruling party or the opposition. I urge you to protect the democratic values and ensure that no MLA is deprived of his constitutional rights," Atishi wrote.
The controversy erupted on February 25 when tensions flared in the Delhi Assembly. Speaker Vijender Gupta suspended AAP MLAs, including Atishi and Gopal Rai, amid an uproar before the tabling of the CAG report.

Defence Services Welfare Minister Mohinder Bhagat highlighted that the revised policy has doubled the ex-gratia financial assistance, offering greater financial security to affected personnel.&nbsp;
"As per the new provisions, soldiers with 76% to 100% disability will now receive ₹40 lakh, up from the previous ₹20 lakh. Similarly, those with 51% to 75% disability will receive ₹20 lakh instead of ₹10 lakh, while soldiers with 25% to 50% disability will now get ₹10 lakh, compared to the earlier ₹5 lakh."
Minister Bhagat reiterated the Punjab Government&rsquo;s unwavering commitment to the welfare of Defence Services and Paramilitary Forces personnel, emphasizing that their sacrifices will continue to be acknowledged and supported through progressive policies.

Additionally, employees of autonomous bodies, undertakings, and public sector banks&mdash;including those run by central ministries&mdash;can also participate, provided they obtain a No Objection Certificate (NoC) from their respective departments.&nbsp;
