It won’t stop
They’re in the doghouse!
Our neighbour’s dog won’t stop barking and they just leave the poor thing in the garden. Can I report this behaviour?

Absolutely! You could call the RSPCA anonymously if you don’t want any hassle. They can perform house checks without dobbing you in.
However, you could just go and knock on the door. Explain that the dog’s behaviour has become a nuisance and that you’re not standing for it. Either they make a change, or you will report it.
