This is a section of Canvey's massive sea defence wall constructed in the 1980s, taken from one of the pedestrian ramps, going down from one of the access points. These access points are gaps in the wall that have storm gates that can be closed in the case of an anticipated storm surge up the Thames. The curved section at the top of the wall is designed to throw waves back into the sea.
