According to signs this is to be the new main entrance to the hospital. The old entrance has been demolished; temporary access (the viewpoint) on foot is busy. To be fair, it is fairly well-signed. Funny how the hospital can always find capital to spend on new stuff and buildings yet remain clearly short of staff.
