    The City of New Castle and Municipal Services Commission (MSC) of the City of New Castle contracted George, Miles, & Buhr, LLC (GMB) to conduct a feasibility study to determine the viability of utilizing two (2) existing City parcels on Wilmington Road, potentially in combination with one or two adjacent parcels of land, to support a combined City/MSC Administration building and other necessary storage spaces.

    GMB prepared a report summarizing our findings and presented four (4) feasible concepts. Each concept included an analysis of existing conditions, clarifications, recommended layout, parking, cost estimate, and a 3D rendering. 

    Phase 2 work included two (2) additional concepts with modifications to the original Concepts A & B. The revised Concepts A and B were presented to the City/MSC in July 2021.

    We are currently assisting the City and MSC with Phase 3 of this effort, which explores the possibility of utilizing an alternative parcel of land to house the new Police Department and Goodwill Fire Company facilities, thereby freeing up the existing City-owned Municipal Complex area for all other City/MSC building needs including, but not limited to, the new City/MSC Administrative Facility likely inside a rehabilitated police department structure.

    Our services include Architectural Site Planning & Programming and Civil/Site Schematic Design.  The MSC/City will use these findings to assess their best path forward with regard to their growing needs.

    In 2020, GMB completed a DNR funded Harbor and Stormwater Infrastructure Study for the Town of St Michaels. This valuable study projected the flooding and sea level rise by 2050 and then identified at risk areas and associated mitigation strategies for our main harbor and adjacent infrastructure. This was the valuable foundation the Town Commissioners needed for their planning and developed community awareness and support. Building on this study, the Town of St Michaels created the Climate Change/ Sea Level Rise Commission to pursue grants to implement these mitigation plans. Thanks to GMB’s study, the Town has been successful in pursuing grant funding.
