Definition 9 A Metzler matrix A is strongly Hurwitz stable if η(A) < 0, and weakly Hur- witz stable if η(A) ⩽ 0. Otherwise, if η(A) > 0 we say it is strongly Hurwitz unstable, and if η(A) ⩾ 0 we say it is weakly Hurwitz unstable.
