- While on dispatch in Australia to extradite a drug courier, a tough Hong Kong cop wages a one-man war against Sydney's most powerful kingpin.
- Australian authorities arrest a man believed to be connected to the Sydney criminal underworld and send for Inspector Fang Sing Leng from Hong Kong to question him. After the alleged criminal is assassinated, Inspector Leng and the Sydney police try to hunt down those responsible and hope to solve their case along the way.
- In a fight that takes them to the top of Uluru, Inspector Bob Taylor (Roger Ward) of the Australian Federal Narcotics Bureau overpowers a Chinese hoodlum and drug courier, Win Chan (Sammo Kam-Bo Hung); Chan's partner (Ian Jamieson) is killed when his car crashes and explodes after being chased from the site by a police helicopter. Due to Chan's refusal to cooperate and inability to speak English, the Royal Hong Kong Police Force assigns one of its Special Branch's finest officers, Inspector Fang Sing Leng (Jimmy Wang Yu) - who is not only a polyglot but also a deadly master of kung fu and sharpshooting - to assist Taylor and his slovenly partner, Morrie Grosse (Hugh Keays-Byrne), in extraditing Chan and identifying his Australian contact. Before leaving for Sydney, Fang meets cute with hang-gliding journalist Caroline Thorne (Rosalind Speirs) after she unwittingly lands at the RHKPF's base at Wong Chuk Hang.
Upon arriving down under and "interrogating" Chan, Fang learns that his Australian boss is Jack Wilton (George Lazenby), an import/export businessman whose varied portfolio - including the operation of a martial arts school - is merely a smokescreen for his criminal activities, effectively making him Sydney's most powerful man. Just before his trial, Chan is shot dead, prompting Fang to chase the assassin, John Grantley (Grant Page), through the streets of Paddington and into a Chinese restaurant, where he identifies him as one of Wilton's bouncers after a fight to the death.
To Wilton's annoyance, Taylor's amusement, Grosse's outrage and Caroline's concern, Fang declares a one-man war against the crime lord, who hides weights under his fingers or simply resorts to crossbows and machine guns whenever he is outmatched by his opponents. After a meeting with Wilton's chief secretary Mallory (Frank Thring) proves fruitless and results in him being accosted by armed "cleaners" at his hotel room, he accompanies Caroline to a party at his harbourside mansion, where he fends off Wilton himself and his thugs during a "demonstration" of kung fu.
After a scuffle with the martial arts school's staff and students leaves Fang near death, he recuperates in the countryside of Bathurst under the watchful eye of Angelica Pearson (Rebecca Gilling), a comely veterinarian's (Deryck Barnes) daughter who he soon romances. But when Angelica is killed during their return to Sydney, Fang's strive for justice is supplanted by a thirst for revenge, and after a series of violent car chases defeats the gangsters sent after them. With help from Caroline, he uses her hang glider to fly across Sydney Harbour to the top of Wilton's skyscraper "castle", where a final showdown of fiery and explosive proportions ensues.
