Where attempts to use IPD have broken down, two primary challenges emerge: insurers balk at the structure and lending institutions can’t model risk. Even with non-recourse loans, banks underwrite to the experience and capitalization of one sponsor. The multi-party agreements in IPD cloud financial responsibility, or at best disperse it. A traditional lender will struggle to “score” the credit worthiness of a blended entity of ambiguous ownership. And even if the owner takes ultimate financial liability (which they do in reality) IPD says each primary party shares risk proportional to their contribution and that is not determined until the project is over or at least well underway. The loan proceeds are needed well in advance of that.
