As long as Mister Fantastic has at least 1 Illuminati ally, he will be great as a Raider, because then his Ultimate attack will hit all enemies, instead of just 2.

Passive – will clear a positive effect from 3 random enemies on turn (instead of 2 enemies), and will increase the Focus and Resistance for self and Illuminati allies by +60% (instead of 50%). While not very transformative, this is still a good upgrade to have.
Special – is worth upgrading if you intend to use him anywhere other than Cosmic Crucible because it will increase the chance of applying Stun to 100% (up from 50%). But if you intend to use him only in CC, you can save a few T4’s because in Crucible, if he has at least 2 Illuminati allies, he will still have 100% Chance.
Ultimate – will just slightly increase the damage, but since this can hit all enemies if Mister Fantastic has 1 Illuminati ally, and because of the very short cooldown on this ability, it can be a decent upgrade.
