Commission on Crime and Delinquency Announces $7 Million in Federal Funding to Advance Justice System Reforms and Make Pennsylvania Communities Safer

Harrisburg, PA - Today, the Pennsylvania Commission on Crime and Delinquency (PCCD) announced the availability of $7 million in federal Byrne Justice Assistance Grant (JAG) Program Funding for local governments and nonprofits to use toward system-wide enhancements including advancing justice system reform, crime reduction, violence prevention efforts, and innovative community violence intervention strategies.

"Keeping Pennsylvanians safe and healthy is a top priority of the Shapiro-Davis Administration,” said PCCD Executive Director Mike Pennington. “Crime and violence impact all communities across our Commonwealth— from large cities to small towns. Through this funding, we’re allowing local governments and nonprofits to create innovative projects that address the unique challenges facing their communities.”

Funding is designed to support projects and programs that focus on one or more of the priority areas listed below and their related objectives and approaches outlined in PCCD’s 2021 – 2025 Strategic Framework.

  1. Support programs and practices that promote justice for all citizens and communities in Pennsylvania.
  2. Invest in ideas and strategies that improve systems and help make Pennsylvania and communities safer.
  3. Work with partners to reduce the impact of crime on victims and survivors. 
  4. Support training and skill-building to ensure the preparedness of practitioners.
  5. Develop and share relevant expertise, data, and resources to inform state and local efforts.

Through this competitive solicitation, PCCD expects to fund approximately 30-35 grants with budgets not to exceed $250,000 over a two-year project period. Local units of government (counties and municipalities) and non-profit organizations have until March 28, 2024 to apply. Funding is made available through the U.S. Department of Justice, Office of Justice Programs’ (OJP) federal Edward Byrne Memorial JAG Program, named after Edward R. Byrne, an officer in the New York City Police Department who was murdered while protecting a witness in a drug case. The JAG Program is the leading source of federal justice funding to state and local jurisdictions, and PCCD serves as the State Administering Agency (SAA) for federal Byrne JAG funds in Pennsylvania. In 2022, PCCD awarded approximately $7 million in JAG funds to 43 agencies that included local units of government and non-profit organizations.
