it says here that the fund is on hold, my question is can the buyer chargeback his/her payment ?

Any disputes/chargebacks would be the same regardless of whether your funds were on hold/in your balance or withdrawn to your bank account.

Your buyer would not have any knowledge on if the funds were on hold or not.
