Concrete Dome with Buttresses
Building buttresses to support your heavy dome is a good solution -- but it won't work here.

When the magnificent Turkish cathedral Hagia Sophia collapsed only 20 years after it was built, architects built buttresses to support the enormous structure.

Unfortunately, the governor is not interested in buttresses. He wants a tall, elegant-looking dome that can support itself without the help of buttresses. Try another dome option.
